The Ministry of Education and Training (MOET) issued Official Dispatch No. 5555/BGDĐT-GDPT to Departments of Education and Training on guiding the organization and operation of public preschool and general education institutions after arrangement.
The main school performs the functions of management, administration and unified administration.
According to the guidance of the Ministry of Education and Training, an educational institution after arrangement is a unified educational institution, with a main school, branch, and school point according to the arrangement plan approved by a competent authority; implementing uniformity in organizational structure, personnel management, education plans, expertise, finance, assets, facilities, records, data and ensuring the quality of education.
The main school performs the function of management, administration and unified operation of all activities of the educational institution. Branches and school sites belong to the same educational institution, without legal status, seals, accounts, school codes, separate staff and separate management apparatus.
The organization and management of educational institutions with many branches and school sites must ensure uniformity and smoothness; promote the proactiveness of deputy heads, departments, and individuals according to assigned and authorized tasks; do not cause intermediate management levels to arise, do not interrupt educational activities...
The school is the administrative and management focal point; managing seals, accounts, original records and shared data of educational institutions according to regulations.
Responsibilities, powers of the branch, school point
Also according to the guidance of the Ministry of Education and Training, branches of preschool education institutions and general education institutions are units under educational institutions, located in locations other than the main school, performing the functions and tasks of educational institutions under the authorization of the Principal.
The branch organizes educational activities according to the general plan of the educational institution; manages learners, staff, facilities, equipment and activities at the branch according to assigned and authorized tasks; implements information and reporting regimes and coordinates with departments of the educational institution in organizing professional and administrative activities and ensuring the quality of education.
The scope of tasks and powers authorized at the branch must be determined in writing, clearly ensuring responsibilities, authority and accountability; not giving rise to legal entity status or independent management apparatus at the branch.
The school point is the location for organizing classes outside the main school and branch, under the management and administration of the main school or branch according to the organization plan of the educational institution.
The school point does not organize an independent management apparatus. Based on the number, distance and actual conditions of the school points, the head of the educational institution assigns a deputy or suitable individual to be the focal point in charge of a school point or cluster of school points to coordinate and handle regular tasks according to assigned tasks.
The assignment of people in charge of school sites or school clusters does not give rise to management titles, management apparatus or independent authority at the school site.
Each educational institution has 1 principal, the main school is arranged with 1 vice principal
According to the Ministry of Education and Training, each educational institution has 01 principal. The main school is arranged with 01 vice principal; each branch is arranged with 01 vice principal according to the provisions of Resolution No. 37/2026/NQ-CP; vice principals are not arranged at school sites.
The head of the educational institution assigns deputy heads to be in charge of the field, level of education, branch or area in accordance with the organizational structure, scale, number of locations and management requirements of the educational institution; clearly define tasks, scope of work resolution, reporting responsibility and accountability.
In the process of implementation, if difficulties and obstacles beyond their authority arise, the Departments of Education and Training will summarize and report to the Ministry of Education and Training for consideration and guidance according to their authority.
