Conditions for Principals and Vice Principals to be employed as civil servants after school merger

Merging schools in localities, Principals and Vice Principals can be recruited into civil servant positions if they meet the conditions and standards according to regulations.

The school arrangement and merger plan of some localities allows considering receiving Principals and Vice-Rectors to become civil servants after the merger. However, the reception is not carried out automatically but depends on many conditions, especially the civil servant payroll situation of each locality.

Only consider receiving when there is still a shortage of civil servant staff

Official Dispatch No. 3640/UBND-SNV on personnel arrangement when arranging public non-business units in the field of education under the management authority of the Department of Education and Training, commune-level People's Committees, Hanoi only considers receiving them when there is still a shortage of civil servant payroll.

According to Hanoi's school arrangement plan, for school administrators affected by the arrangement, if they no longer can be arranged for management positions and wish to transfer to become civil servants in specialized departments under the commune-level People's Committee, the Standing Committee of the Commune-level Party Committee assigns the commune-level People's Committee to submit to competent authorities for consideration and reception as civil servants, provided that the civil servant payroll assigned by the locality is still insufficient.

Thus, Hanoi does not automatically transfer principals and vice-principals to become civil servants after the merger. The reception is only considered when simultaneously meeting the conditions: no more management positions to be arranged after arrangement; wishing to transfer to civil servants; the locality still lacks civil servant staff and is decided to receive by competent authorities.

Phu Tho: Acceptance conditions similar to Hanoi

According to Official Dispatch No. 3155/SGD&ĐT- TCCB on temporarily guiding the arrangement of public educational institutions in the area, the school arrangement plan of Phu Tho province is also regulated in a similar direction to Hanoi.

Accordingly, school administrators, due to the impact of arrangement, if they are no longer assigned management positions and wish to transfer to become civil servants in specialized departments under the commune-level People's Committee, the commune-level People's Committee will submit to competent authorities for consideration and reception when the assigned civil servant payroll is still insufficient.

In addition, the plan assigns the Department of Home Affairs to coordinate with the Department of Education and Training to guide the consolidation of the organizational structure, arrangement and arrangement of management staff, teachers and staff after arranging educational institutions. At the same time, advise competent authorities to resolve issues related to the organizational structure, job positions, payroll, number of management staff as well as regimes and policies for cadres, civil servants, and public employees affected by the merger process.

Ninh Binh: There is a reception mechanism but it depends on the actual payroll

Ninh Binh province has Official Dispatch No. 493-TTr requesting opinions on the overall plan for arranging public preschool education, general education, and continuing education facilities in the area.

According to the school arrangement plan of Ninh Binh province being consulted, in case the Principal and Vice Principal are not continued to be appointed to management positions but wish to transfer to civil servants in charge of education at the commune level, the Standing Committee of the Commune Party Committee will consider and assign the Commune People's Committee to submit to competent authorities for acceptance if they meet sufficient conditions and standards and the locality still lacks civil servant staff compared to the assigned target.

However, the plan also clearly states that the reception of redundant civil servants, especially management civil servants, to become civil servants in charge of education at the commune level is currently facing many difficulties. The reason is that the current number of civil servants in the whole province is higher than the assigned civil servant payroll.

This shows that although the reception mechanism is still stipulated in the school arrangement plan, the actual implementation capacity will depend greatly on the civil servant payroll situation of each locality.

Dong Nai: Expanding the subjects to be considered for reception

According to Official Dispatch No. 3002/SGDĐT-TССВ on seeking opinions on the content of personnel arrangement, preserving leadership position allowances for educational institutions due to the arrangement of the network of public educational institutions, Dong Nai expands the subjects to be considered for admission.

According to the school arrangement plan of Dong Nai province, people who do not meet the conditions for full term appointment or do not continue to hold leadership and management positions may be considered for recruitment as commune-level civil servants if they meet the standards and conditions and the locality still has staff quotas.

In addition to Principals and Vice Principals, Dong Nai also considers positions of clerks, accountants, and cashiers. If they meet the conditions, they will be recruited as civil servants or arranged to work at a suitable public non-business unit. If work has not been arranged and individuals do not wish to resign, the locality will temporarily maintain the number of employees until new regulations are issued.

Currently, the reception of Principals and Vice-Rectors to become civil servants after school merger has not been applied uniformly nationwide, but is only the plan of each locality. Therefore, whether they are received or not depends on the specific regulations of each province and city and the actual staffing situation.
