Phu Tho - Leaders of the Department of Education and Training said they are urgently completing the detailed plan for school merger.

Talking to Lao Dong Newspaper on August 2, Meritorious Teacher Phung Quoc Lap, Deputy Director of Phu Tho Department of Education and Training, said that the unit is urgently developing a specific plan for the merger of schools. It is expected that the Department will submit a detailed plan next week (August 3 to August 7).

The plan will include guidance on choosing principals after the merger.

According to Mr. Phung Quoc Lap, the arrangement of public educational institutions is carried out with a consistent orientation of improving the quality of education, investment efficiency and management capacity.

The arrangement must ensure compliance with the two-level local government model. The province will expand the scale, reduce focal points to form larger-scale schools; restructure the network of public educational institutions according to population size, population distribution and expand learning opportunities.

At the same time, the arrangement aims to promote the efficiency of investment and use of facilities; create favorable conditions in coordinating teachers, and overcome the situation of local teacher surplus and shortage.

The arrangement of schools aims to create motivation for the teaching staff; innovate school governance; streamline staff in the direction of reducing management staff and increasing direct teaching staff.

In order that the arrangement of public educational institutions does not disrupt people's lives and does not affect the rights of students, Phu Tho province has issued 3 "no merger" principles including:

Do not merge kindergartens with general schools; do not merge specialized schools with mass schools; keep high-quality schools unchanged".

In addition, each commune-level administrative unit still ensures at least one kindergarten and one general school that meets the primary and secondary levels.

Phu Tho province currently has nearly 1,900 public educational institutions with more than 1 million students.

According to the plan, Phu Tho province will reduce 631 out of a total of 1,852 public educational institutions, equivalent to a reduction of 34.1%. In which, the number of units managed by communes is expected to decrease from 1,693 institutions to 1,110 institutions.
