No longer dependent on school ranking, classification, and ranking of educational institutions
One of the notable changes in the draft is the shift from the method of determining allowances associated with school grades and classifying institutions to determining according to job positions and management positions corresponding to the type and nature of operation of educational institutions.
According to current regulations in Circular 33/2005/TT-BGDĐT, many levels of allowances for principals and vice principals are determined according to grade I, II, III schools. For example, principals of high schools (THPT) are entitled to a coefficient from 0.45 to 0.70 depending on the school grade, vice principals from 0.35 to 0.55; for lower secondary schools (THCS), the principal coefficient is from 0.35 to 0.55 and vice principals from 0.25 to 0.45.
In the context of implementing the arrangement and merger of public preschool, general education, vocational education, and continuing education institutions currently, the draft stipulates a uniform allowance level for the corresponding positions of the institutions. Specifically, the principal of a high school enjoys a coefficient of 0.70, the vice principal 0.55; the principal of a secondary school enjoys 0.55, the vice principal 0.45; the principal of a primary and preschool school enjoys 0.50, the vice principal of a primary school 0.40 and the vice principal of a preschool 0.35.
This approach eliminates the inadequacy of the mechanism for classifying and ranking schools by class size, drastically reducing the burden of administrative procedures in reviewing the class size that must be carried out continuously annually according to changes in the number of students to determine the position allowance coefficient, especially for the procedures for classifying and ranking continuing education centers, vocational education - continuing education centers and vocational education centers (with a total of 5 ranks assessed according to 4 groups of criteria). At the same time, saving administrative procedure costs, resolving feedback and recommendations at local and grassroots levels.

In higher education, the allowance level is divided according to National Universities, regional universities, multi-disciplinary training universities at all levels of higher education, universities, universities called academies, member universities of National Universities, regional universities and affiliated units. The draft also stipulates that universities recognized as key higher education institutions or teacher training institutions are allowed to add 0.1 to the position allowance of principals, directors, vice-principals, and deputy directors.
For vocational education, the draft distinguishes the allowance levels between colleges, intermediate schools and vocational high schools; and at the same time has a higher mechanism for key colleges, high-quality colleges or schools with 3 or more other branches and locations.
The draft supplements the allowance level for management officials of vocational high schools, equivalent to high schools (according to Resolution No. 71-NQ/TW).
In addition, the draft also supplements a mechanism to determine allowances for equivalent positions, ensuring benefits when transferring, assigning, changing job positions or changing the level of allowances,...
Specifically, for cases of transfer according to personal wishes or change of job position according to wishes, the old allowance level is preserved for a maximum of 6 months.
In case the educational institution has not appointed a principal or director, the person assigned to be in charge or authorized to enjoy the allowance level of the principal or director until there is a replacement decision.
This is an important mechanism to limit the impact of sudden income reduction for management officials in the process of arranging, mobilizing and consolidating the organization.
