Ministry of Education talks about tuition-free policy for preschool children

The Ministry of Education and Training answers questions about whether preschool children in especially disadvantaged villages receive reduced tuition fees.

Ms. Ma Thi Huyen Trang asked: "Do kindergarten children, who are Kinh ethnic, living in a particularly difficult village, get a tuition reduction?"

The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:

Point c Clause 2 Article 16 Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs; service prices in the field of education and training stipulates the subjects eligible for a 50% reduction in tuition fees:

"Kindergarten children and students who are ethnic minorities (other than very small ethnic minorities) in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, and extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities".

Thus, in the case of Ms. Ma Thi Huyen Trang's question, children in kindergarten who are Kinh ethnic people and live in a particularly difficult village are not entitled to a tuition reduction according to the provisions of Decree No. 81/2021/ND-CP.
