Sending a question to the Ministry of Health, reader V.D.Q said: "The Law on Medical Examination and Treatment and Decree No. 96/2023/ND-CP stipulate the complete exemption of tuition fees for students studying in postgraduate programs in majors such as infectious diseases and emergency resuscitation.
However, I have noticed that public medical schools have responded that they do not implement this tuition exemption policy. Request the competent authority to explain clearly".
Regarding this issue, the Ministry of Health responded as follows:
Clause 3, Article 105 of the Law on Medical Examination and Treatment 2023 stipulates:
"3. The State supports students majoring in psychiatric, pathological, forensic, forensic psychiatric, infectious and emergency resuscitation as follows:
a) Support all tuition fees and support living expenses during the entire course if studying at a training institution in the State health sector;
b) Support for tuition fees and support for living expenses during the entire course corresponding to the level prescribed in Point a of this Clause if studying at a training institution in the private health sector".
At Point a, Clause 1, Article 113 of Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government, it is stipulated that:
"a) Postgraduate students with master's degrees, doctoral degrees, level I specialties, level II specialties, boarding doctors specializing in psychiatry, pathology, forensic medicine, psychiatry, infectious diseases and emergency resuscitation (hereinafter referred to as trainees) at educational institutions in the health sector are supported by the State for tuition and living expenses;".
Clause 4, Article 113 of Decree No. 96/2023/ND-CP stipulates:
"4. The implementation funding source, the preparation of estimates, payment of support funds, granting scholarships, managing, using and settling funds, managing, using and settling funds, compensating funds, procedures for registration to support tuition fees, living expenses and policy scholarships are implemented according to the provisions of Decree No. 84/2020/ND-CP, Decree No. 116/2020/ND-CP, Decree No. 81/2021/ND-CP".
