The Department of Medical Examination and Treatment Management has just issued an official dispatch on the implementation of Circular No. 57/2024/TT-BYT regulating the decentralization of handling administrative procedures in the field of medical examination and treatment under the management authority of the Ministry of Health to the Departments of Health of provinces and centrally run cities.
According to this Circular, the Director of the Department of Health is responsible for organizing the implementation of handling administrative procedures decentralized in the Circular in accordance with the provisions of law; at the same time, report to the Ministry of Health on the results of handling administrative procedures decentralized in the Circular on an annual basis.
The Department of Medical Examination and Treatment Management recommends that the Departments of Health of provinces and centrally run cities implement a number of contents such as: Directing, guiding, propagating and immediately implementing the contents specified in Circular No. 57/2024/TT-BYT dated December 31, 2024 of the Ministry of Health; Organizing training, coaching, and arranging human resources; Planning and implementing investment and upgrading infrastructure and facilities; Ensuring equipment and information technology systems to carry out administrative procedures in areas assigned by the Ministry of Health; Reviewing and resolving difficulties (if any) to prepare for the implementation of regulations in Article 4 of Circular No. 57/2024/TT-BYT dated December 31, 2024 of the Ministry of Health.
Review and strengthen the data management system related to the issuance, re-issuance, revocation of practice licenses and practice certificates (hereinafter referred to as practice licenses), suspension of professional activities and practice of practitioners who have been granted a practice license; medical examination and treatment facilities that have been granted operating licenses in the locality, and registration of practitioners.
Consolidate, continue to publicly post and update data related to the issuance, re-issuance, supplementation, and revocation of practice licenses in the management area on the Department of Health's website.
Request the leaders of the Department of Health to direct, guide, and inspect the implementation and completion before February 22, 2025. Report to the Ministry of Health (Department of Medical Examination and Treatment Management) if there are any problems for research and guidance.
According to Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management, Circular 57 has many new points to promote publicity, transparency, streamlining, shortening time; enhancing management capacity, personnel performing state management work on granting practice licenses and granting licenses for medical examination and treatment activities...
Dr. Duc said that when Circular 57 comes into effect, it is expected to contribute to reducing about 70% of the number of administrative procedure settlement records in the field of medical examination and treatment submitted to the Ministry of Health, transferred to the Department of Health of provinces and centrally run cities; Reducing about 80% of the time for handling administrative procedures compared to the current period on the basis of decentralizing the authority to issue administrative procedure results from the Ministry's leaders to the leaders of relevant Departments.

At the same time, thoroughly implement the policy of strengthening decentralization and delegation of authority to units and localities in the spirit of Resolution No. 04/NQ-CP dated January 10, 2022 of the Government on promoting decentralization and delegation of authority in the field of state management, implementing decentralization plans according to Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister on Approving the Decentralization Plan in handling administrative procedures under the management of ministries and ministerial-level agencies" - Dr. Ha Anh Duc emphasized.
This Circular takes effect from March 1, 2025.
