Alert about the shortage of teachers

The Ministry of Education and Training (MOET) said that as of April 2025, the country still lacks 102,097 teachers at preschool and general education levels in the payroll compared to the norm.

The shortage of teachers is still common in many localities, especially preschool teachers, teachers teaching new subjects, integrated subjects in secondary schools and English teachers in disadvantaged areas. The recruitment of localities is still slow, and the assigned positions have not been fully recruited. The quality of the team is not uniform among regions.

According to the Ministry of Education and Training, the shortage of teachers causes overload for the existing team, reducing the quality of teaching and learning, especially the serious shortage in preschools and new subjects of the 2018 general education program.

The Ministry of Education and Training pointed out that the problem of local teacher surplus and shortage that has lasted for many years has not been resolved because the recruitment and secondment authority is currently decentralizing to the district-level People's Committees for preschools, primary schools and secondary schools. In addition, recruitment not presided over by the education sector leads to incorrect admission in subject structure; general exams like other majors, so the pedagogical capacity of candidates who want to become teachers cannot be assessed,...

Many preferential policies to attract teachers

The Ministry of Education and Training has just announced a draft Resolution of the National Assembly on a number of specific mechanisms and policies to implement the breakthrough in the development of education and training to collect comments according to regulations.

A new point in the draft Resolution of the National Assembly on breakthrough mechanisms and policies for education and training development is to empower the directors of the Department of Education and Training to recruit, receive, mobilize, transfer, and second teachers, managers and staff at preschool and general education institutions in the province.

The draft Resolution also sets out many specific mechanisms and policies for the development of education and training, and also sets out many policies on human resources in the education sector.

Accordingly, the Government will stipulate a special allowance regime, ensuring the minimum level according to Resolution 71-NQ/TW: 70% for preschool, primary and secondary vocational teachers; 30% for school staff; 100% for teachers in disabled education institutions, specialized schools and areas with special difficulties.

Localities are allowed to develop flexible and competitive recruitment, use and treatment mechanisms, not necessarily according to the general salary scale of civil servants, to attract and promote leading experts, international scientists and overseas Vietnamese intellectuals.

Many teachers expressed their joy and believed that the new policies will contribute to improving the lives of teachers, helping them feel secure in their contributions. In addition, salary increases and treatment regimes also attract good pedagogical students to apply, stick with the industry, and overcome the shortage of teachers.

"In the near future, the State will increase the vocational allowance for preschool and general education institutions to a minimum of 70% for teachers and a minimum of 30% for employees. This is like a breath of fresh air, creating an atmosphere, motivation, and determination for her profession" - Ms. Cao Thi Van - Principal of Quang Minh Kindergarten (Van Ha Ward, Bac Ninh Province) shared.

The Ministry of Education and Training also clearly identified that in the 2025 - 2026 school year, one of the key tasks of the sector is to implement the recruitment and use of all assigned teacher positions in the 2022-2026 period; review the number of existing teachers, propose to supplement the teacher positions in the 2026 - 2030 period to overcome the shortage of teachers, especially implementing 2 sessions/day teaching for general education and implementing pho thonglization of kindergarten for children from 3 to 5 years old.
