According to the 2025 enrollment instructions of the Ministry of Education and Training, candidates are allowed to register, adjust, and supplement their wishes for unlimited admission.
Prof. Dr. Nguyen Tien Thao, Director of the Department of Higher Education, Ministry of Education and Training, said that according to statistics on the 2025 enrollment results, about 20% of candidates registered with over 10 wishes.
However, according to Mr. Thao, very few candidates are admitted based on their wishes at the end. Most of them only register to " function safely and for fun". Meanwhile, when registering for too many wishes, the students' goals will be poor, the candidates' responsibilities, motivation to strive to enter one school or major will be poor because "if I do not pass this wish, I will pass that wish".
Statistics also show that the above group of candidates often attend school less, they may have planned to study abroad, or may only register to confirm "they have passed the university entrance exam".

This is not the goal of admission, but only a formal goal and will lead to waste of social resources in fees, the system and waste of resources for schools. This issue needs to be reviewed" - Prof. Dr. Nguyen Tien Thao said.
Regarding the registration of unlimited wishes for university admission, Minister of Education and Training Nguyen Kim Son said that this "not necessarily brings many opportunities" to candidates, but sometimes makes candidates "crazy to get into the ghost", confused, and feel confused, not knowing what to do.
"So from the seemingly opportunity, it makes it difficult for the contestants. How to regulate the limitation to ensure the highest rights and choices of candidates without making the handling too complicated" - the Minister said.
This is also the reason why the Ministry of Education and Training is seeking opinions from higher education institutions on reducing the number of applications for the 2025 Higher Education Conference.
In the survey form sent to the delegates, the Ministry of Education and Training collects opinions on the number of wishes for admission, with the following options: maximum of 5 wishes, 10 wishes or unlimited wishes.
Contributing opinions, Associate Professor, Dr. Nguyen Thanh Chuong - Chairman of the Council of the University of Transport said that according to current regulations, candidates only need to register for majors, schools, and the admission system will automatically take the subject combination and admission method for candidates with the highest scores to consider.
However, this sometimes makes it difficult for candidates, some students have even been admitted to the school but do not know how or what method they are admitted to.
"I suggest that candidates should be selective and proactive in choosing the admission combination for which major or school, not let the schools take care of all the candidates" - Mr. Chuong said.
Regarding university admissions in 2026, the Minister informed: Basically, they will remain stable. However, from 2027, the high school graduation exam is expected to have a part of the exam conducted on a computer.
"Therefore, from 2026, we must take steps to prepare for this process. The Ministry of Education and Training will invite units to organize a computer competency assessment test to unify principles and criteria, so that it can still be an exam for schools to enroll them but not too different in method and standards - the Minister emphasized.
