Mr. T.H.T's unit (Thai Nguyen) has teacher A who was awarded a Certificate of Merit by the Minister for the period from the 2019-2020 school year to the 2020-2021 school year; on January 21, 2022, he was recognized as a Ministry-level Emulation Soldier for the period from the 2018-2019 school year to the 2020-2021 school year. On November 13, 2023, this teacher was awarded a Certificate of Merit by the Minister for the period from the 2021-2022 school year to the 2022-2023 school year and on June 17, 2024, he was awarded a Certificate of Merit by the Provincial Party Committee for party members "excellently completing tasks" for 5 consecutive years (2019-2023).
From 2021 to 2025, teacher A continuously completed tasks well or better and achieved the title of Grassroots Emulation Soldier for 4 years.
Mr. T asked, in 2025, is teacher A eligible for the Prime Minister's Certificate of Merit? With teacher A's achievements as above, what year is the milestone for considering the Prime Minister's Certificate of Merit?
Regarding this issue, the Ministry of Education and Training said that the Prime Minister's Certificate of Merit standards are stipulated in Article 73 of the Law on Emulation and Commendation in 2022:
Certificate of Merit from the Prime Minister" to be awarded or posthumously awarded to individuals who well comply with the Party's guidelines, policies, and laws of the State and meet one of the following criteria:
a) Having outstanding and typical achievements, being evaluated in emulation movements;
b) Having been awarded certificates of merit from ministries, departments, branches, and provinces and continuously from 5 years or more until the time of requesting recognition as completing tasks well or better, during that time having been awarded the title "Grassroots Emulation Soldier" 3 times;
c) Achieving many achievements or outstanding achievements, with scope of influence in Ministries, departments, branches, provinces or receiving awards in the region;
d) Contributing to the socio-economic development of the country, applying scientific and technical advances, social work, and charity and humanitarian work.
The Ministry of Education and Training said that, compared with the data provided by Mr. T.H.T, there is not enough information about the content of commendation, Certificate of Merit of the Minister (commending merits, commendation for topics, commendation for movements...) to determine the timeline and conditions for considering awarding the Prime Minister's Certificate of Merit or not.
