On May 8, in an exchange with reporters, a representative of the Department of Education and Training (GDĐT) of Nghe An province said that the unit has recorded feedback from parents and teachers about some communes self-organizing periodic surveys focused on students. The Department is inspecting and reviewing the reality and will have directions and rectifications to ensure that student assessment is carried out in accordance with regulations.
According to reports, in a commune in Tuong Duong district (old), a 3-subject survey plan (Math, Vietnamese, English) scheduled for May 15th has worried parents and teachers. Students from remote school sites have to move to the main school site, while facilities do not guarantee accommodation; roads are rugged, travel is rushed in one day, causing hardship and expense.
In response to public reaction, the above-mentioned local leader said that he would inspect and review. "If there is a basis, we will implement it according to the plan; if not, we will adjust the plan to ensure the rights of students and parents," a commune leader said.
The situation of organizing "surveys" or "periodic inspections" of an administrative, centralized nature still occurs in many places. In a commune in Dien Chau district (old), the commune government implemented a centralized survey exam with subjects of Mathematics, Natural Sciences, Literature, and English.
Recently, the People's Committee of Quynh Phu commune issued a notice on organizing a quality survey at the beginning of the 2025-2026 school year for grade 5 and grade 9 students. Specifically, the commune will conduct surveys for Math, English, Vietnamese and Literature subjects on May 7, 2026.
The fact that commune-level authorities arbitrarily organize centralized surveys is contrary to regulations. Circular 22/2021/TT-BGDĐT and Circular 27/2020/TT-BGDĐT of the Ministry of Education and Training stipulate that periodic assessments are carried out by subject teachers under the management of principals, not chaired by commune-level People's Committees. Mobilizing students to move from remote school sites causes waste and unnecessary pressure.
Representatives of the Department of Education and Training of Nghe An province affirmed: "The Department will have specific instructions to schools and communes so that the inspection and evaluation of students are carried out in accordance with regulations, avoiding pressure and costs for parents and students.
