On May 16, Vice Chairman of the City People's Committee Tran Anh Tuan signed and issued a plan on the implementation of the Project "Making English a second language in schools in the period 2025 - 2035, vision to 2045".
According to the plan, the roadmap for the period 2025 - 2030 will focus on preparing and perfecting the mechanism, piloting it to create a solid foundation.
The key objectives are identified as forming a synchronous legal framework, developing a high-quality human resource team, building a curriculum and creating an environment to use natural English in schools.
Regarding the implementation method, the city will implement a pilot with control. In which, Region 1 is selected as a foundation for shaping, playing the role of a "leader" creating motivation to lead, thereby gradually spreading the model to Region 2 and supporting Region 3.
After the pilot phase, the vision to 2045 will be the stage of completing and stabilizing the bilingual ecosystem in educational institutions. The introduction of English as a second language is not only limited to classroom lessons but also aims to turn English into a common communication, learning and research language in the school environment.
To realize the project, the City People's Committee assigned the Department of Education and Training to be the lead unit, closely coordinating with relevant departments and branches to organize the implementation and guide general education institutions to implement the plan on schedule.
In particular, the City People's Committee emphasized the requirement to mobilize all social resources. The Department of Education and Training needs to promote socialization and strengthen international cooperation to gather resources in terms of experts, technology and advanced teaching methods.
