The Ministry of Culture, Sports and Tourism has just issued a Plan on the Implementation of Telegram No. 38/CD-TTg dated May 5, 2026 of the Prime Minister in the field of state management of the Ministry of Culture, Sports and Tourism.
The plan is issued to effectively implement the direction of the Prime Minister in Official Dispatch No. 38/CD-TTg in strengthening state management of law enforcement activities on intellectual property rights; Strengthening the inspection of compliance with legal regulations on copyright and related rights at enterprises, organizations, and individuals operating in the field of state management of the Ministry of Culture, Sports and Tourism; promptly detecting, rectifying, and handling violations related to computer program copyright at enterprises and copyright of films, music, television programs, electronic games on the network environment;
At the same time, raising awareness of people, businesses, communities and the whole society to identify, fight, prevent, and prevent acts of intellectual property rights infringement, contributing to building a healthy business environment.
The content of activities includes: Organizing the establishment of inspection teams to inspect the compliance with legal regulations on copyright and related rights at relevant businesses, organizations, and individuals; Organizing propaganda and information activities on grassroots information systems, newspapers, social networks... to raise awareness of people, businesses, communities and the whole society to identify, fight, prevent, and stop acts of infringing copyright and related rights.
Accordingly, the Ministry of Culture, Sports and Tourism assigns the Copyright Office to preside over and coordinate with relevant agencies and units to organize the implementation of the inspection task; Advise the Ministry's leaders to issue Decisions on organizing inspection teams to inspect the compliance with legal regulations on computer program copyright at enterprises and copyright of films, music, television programs, electronic games on the online environment;
Summarize and develop content reports on weekly implementation results, submit to the Ministry's Leaders before 2:00 PM on Friday; and summary reports on implementation results, submit to the Ministry's Leaders before May 30, 2026 .
The Authority of Broadcasting and Electronic Information; the Authority of Publishing, Printing and Distribution; the Authority of Performing Arts; the Authority of Cinema; the Authority of Fine Arts, Photography and Exhibitions; the Vietnam National Authority of Tourism; the Authority of Physical Education and Sports are responsible for closely coordinating with the Copyright Office according to their functions, tasks and management scope in the implementation of inspection, review, and strict handling of acts of copyright infringement, related rights related to computer programs at enterprises and copyright of films, music, television programs, electronic games on the online environment;
The Press Department presides over and coordinates with relevant units to implement the orientation of media and press agencies to strengthen information and propaganda so that people, businesses, communities and the whole society can identify, fight, prevent, and stop acts of intellectual property rights infringement, contributing to strictly implementing legal regulations and improving the effectiveness and efficiency of intellectual property rights enforcement.
Van Hoa Newspaper, the Center for Digital Transformation of Culture, Sports and Tourism focuses on propagating the work of fighting, preventing, and stopping acts of copyright infringement and related rights on the Ministry's electronic information system and social networking sites.
Agencies and units under the Ministry proactively coordinate with the Center for Digital Transformation of Culture, Sports and Tourism to review the copyright of computer programs being used at the unit; are responsible for coordinating with the Copyright Office in the process of implementing inspection and strengthening information when requested.
The Ministry of Culture, Sports and Tourism requires that the organization of inspections and implementation must be in accordance with the provisions of law, objective, public, transparent and not affect the normal operation of relevant businesses, organizations, and individuals; The inspection content is focused and key, focusing on fields and types with a high risk of violations arising in the digital environment; Ensuring close coordination between relevant agencies and units in the process of inspection and handling of violations.
