On the morning of August 12, at the 2nd session of the People's Council of Da Nang City (Special session), term X, 2021-2026, based on Submission No. 30/TTr-UBND of the City People's Committee, the People's Council of Da Nang City reviewed and approved the Resolution on the number of labor contracts for performing professional and technical work according to Decree No. 111/2022/ND-CP at public educational institutions.
According to the approved Resolution, the total number of labor contracts approved for the city's education sector in the 2025 - 2026 school year is 1,764 people. Of which, 77 contracts were allocated to units under the Department of Education and Training, and 1,687 contracts were allocated to public education and training units under the People's Committees of communes and wards.
This decision was made in the context of the city's education sector facing many challenges in terms of personnel. According to the report of the City People's Committee, after reviewing, although 31,745 education career staffing targets have been assigned, this number is still kept unchanged compared to 2025 and cannot be supplemented to meet actual needs.
The review shows that schools in the area continue to increase classes and students, leading to a shortage of human resources for teaching and service. If only relying on the assigned number of positions, it is not possible to arrange enough personnel according to the regulations of the Ministry of Education and Training.
Notably, the number of contracts that need to be supplemented in districts has increased significantly after a thorough review. Initially, the shortage in localities (before the arrangement of commune-level administrative units) was 584 contracts. However, in reality, the number of classes increased, and students pushed this number to 707. After rearranging administrative units, the final needs in communes and wards will be summarized up to 1,687 contracts.
Compared to the 2024 - 2025 school year, when Da Nang had to approve 723 labor contracts, the demand for the next school year has more than doubled, showing the increasing pressure on human resources.
The City People's Council's approval of this Resolution is considered an urgent and necessary solution. The Resolution assigns the City People's Committee to direct, organize implementation and ensure funding allocation from the budget for educational institutions to promptly sign labor contracts.
