Currently receiving survivor's allowance, can students get tuition fee reductions?
Ms. N.T. H (Hanoi) asked, are students whose father died in a work accident and their children have a decision to receive monthly death benefits from provincial social insurance entitled to a 50% tuition fee reduction?
Regarding this issue, the Ministry of Education and Training answers as follows:
Clause 3, Article 18 of Decree No. 238/2025/ND-CP stipulates the dossiers, procedures, and order for implementing tuition fee exemption and reduction, learning cost support, and tuition fee payment support for learners at preschool education, general education, continuing education, vocational education and higher education institutions who request the Decision on monthly allowance for parents who have had labor accidents or occupational diseases issued by the Social Insurance agency applicable to subjects specified in Clause 2, Article 16 of Decree No. 238/2025/ND-CP.

Thus, in case a student has a father who died in a work accident and has a Decision to enjoy monthly death benefits from provincial social insurance, they are not eligible for the 50% tuition fee reduction policy according to the provisions of Decree No. 238/2025/ND-CP.
