Many majors exempt 100% tuition fees
Decree No. 97/2023/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 81/2021/ND-CP stipulating the mechanism for collecting and managing tuition fees for educational institutions under the national education system and policies on tuition fee exemption and reduction, learning cost support, majors that are 100% tuition-exempt include: Marxism-Leninism; Ho Chi Minh Thought; Lao; Phong; Psychiatry; Forensic Examination; Forensic Psychiatry; Pathopathology at public health human resource training institutions according to state-ordered targets.
In addition, the Law on Medical Examination and Treatment, effective from January 1, 2024, stipulates 2 more majors that are fully supported by the State for tuition fees and support for living expenses throughout the course: Infectious Diseases and Emergency Resuscitation.
However, students must achieve sufficient academic and training results to be eligible for scholarships at training institutions in the health sector of the State.
In addition, according to the regulations of the Ministry of Education and Training, pedagogical majors that are tuition-free include: Preschool Pedagogy, Primary Education Pedagogy and Pedagogy of subjects in public secondary schools; High School Education; Special Education; Physical Education; National Defense - Security Education.
Not only are they exempted from tuition fees, pedagogical students are also supported by the State with 3.63 million VND/month to cover living expenses during their studies at the school.
In addition to the pedagogical sector, students studying in the military system of universities, academies, colleges, and intermediate schools of the Police and Army are also 100% tuition-free.
15 industry groups expected to receive STEM scholarships from September 1, 2026
In addition to the above-mentioned industry groups, the Ministry of Education and Training is submitting to the Government a draft Decree stipulating scholarship policies for learners of basic sciences, key techniques and STEM strategic technology scholarships to support STEM learners in the university entrance exam season in 2026. The policy is expected to be applied from September 1, 2026.
The list of proposed industry groups eligible for scholarships is expected to include 15 industry groups including: Biology, Applied Biology, Material Sciences, Earth Sciences, Mathematics, Statistics, Computers, Information Technology, Mechanical and Mechanical Engineering, Electrical - Electronics and Telecommunications Engineering, Chemical - Materials - Metallurgy and Environment Engineering, Technical Physics, Geological - Geophysical and Surveying Engineering, Mining and Construction Engineering.
The Ministry of Education and Training expects that the expected scholarship levels will be divided by level of education and industry group.
At the university level, the support level ranges from about 3.7 - 5.5 million VND/month; at the master's and doctoral level, the support level is higher, up to a maximum of 8.4 million VND/month.
