The Hanoi People's Committee has just submitted a document to the City People's Council on a draft Resolution regulating the list of revenues and collection levels, collection and expenditure management mechanisms for services serving and supporting educational and training activities for public preschools and general education institutions (excluding high-quality public educational institutions).
Compared to current regulations, the new draft Resolution has some notable changes.
In particular, the city proposed to eliminate 2 services including: 2-session/day learning service for secondary school students and educational activities outside of school hours, and additional training in cultural subjects.
This is to ensure compliance with regulations on extra classes and 2 sessions/day in the prescribed documents.
For overtime care and nurturing services according to current regulations, they will be replaced by overtime childcare and care services for children and students (including before and after school care services, excluding meals).
With this change, primary and secondary schools are allowed to take care of students after school, pick up early, and pick up late, with a maximum fee of VND 12,000/60 minutes.

The only service in the group outside of regular school hours that is retained is life skills education directly implemented by the school. The expected life skills fee is 15,000 VND/hour of teaching.
The remaining fees such as boarding care fees are 235,000 VND/month; equipment fees for primary and secondary boarding facilities are 133,000 VND/month, drinking water fees are 16,000 VND/month, cars for picking up and dropping off students are 10,000 VND/km... kept the ceiling.
Based on the ceiling in this Resolution, educational institutions shall develop cost estimates to determine specific collections, which must be agreed upon in writing with parents on a voluntary basis, with the consensus of the school's Board of Directors and the superior management agency before promulgating, ensuring that the ceiling does not exceed the prescribed level.
Educational institutions are responsible for organizing the collection of educational activities support services for management and use according to regulations; returning documents to collect money to learners according to regulations; having appropriate exemption and reduction policies for students subject to policies or in difficult circumstances.
In case of online learning, public preschools and general education institutions do not implement the fees prescribed in this Resolution.
