Recently, the Hanoi People's Committee has conducted a consultation on the Draft Resolution of the City People's Council on the regulation of tuition fees and tuition exemption compensation for public preschools and general education institutions, tuition support for children and students studying at private and public preschools and general education institutions in Hanoi from the 2025-2026 school year.
In addition to the proposal to provide tuition exemption compensation for public educational institutions, Hanoi proposed tuition support from the 2025-2026 school year for students at: Preschools, general education institutions, educational institutions implementing private and non-public general education programs... in the city. Accordingly, the tuition support level for direct learning for private and public students from kindergarten to the end of junior high school is 155,000 VND/month. High school students are supported with 217,000 VND/month.
When receiving the above information, Le Tien Dat - a student at a private high school in Thanh Xuan ward - could not hide his joy. Dat's parents are all workers in industrial parks in the city, and their monthly income is just enough to cover the living expenses of their family of 4.
"The fee is a big part of my family's salary. Every time I come to pay tuition, my parents have to calculate very carefully, sometimes temporarily saving other expenses to prioritize my studies" - Dat said. According to this male student, this is a very humane policy, showing concern and sharing with students studying at private and public schools.
I think this proposal will help narrow the gap and create fairness in education, so that those in difficult circumstances like me can study with peace of mind, without having to worry too much about tuition fees. This is also a great source of encouragement for me to strive harder every day, worthy of the attention and expectations of my family and society - Dat expressed.
Sharing about this issue, Mr. Nguyen Van Hoang - a worker at Bac Thang Long Industrial Park (Dong Anh, Hanoi) - said that this is a reasonable policy, highly humane, helping to reduce the financial burden for many families of workers and laborers. Mr. Hoang's son is currently studying grade 8 at a private secondary school with a tuition fee of more than 2 million VND/month.
For workers families like us, being able to reduce a few hundred thousand VND per month is also a valuable help. I hope that the resolution will be passed soon so that workers like us can have less burden and feel secure so that their children can go to school" - Mr. Hoang expressed.
Humanitarian policies, creating fairness in education
Sharing about this issue, Dr. Nguyen Tung Lam - Chairman of the Board of Education of Dinh Tien Hoang High School (Hanoi) - said that this is a very humane proposal, demonstrating the spirit of fairness in education.
According to Dr. Nguyen Tung Lam, for a long time when talking about popularization or educational support, society has only thought about the public sector. Meanwhile, private schools also play an important role, contributing to meeting increasingly diverse learning needs.
It is completely reasonable and necessary for private school students to enjoy support policies similar to those of public students, demonstrating the equality between school systems and being a great source of encouragement for families in difficult circumstances who are forced to send their children to private schools for reasons of the locality or learning conditions - Dr. Lam commented.
He said that if implemented, this proposal will create a positive impact when parents and students are less afraid about tuition fees, while private schools have more motivation to improve the quality of education. However, Dr. Nguyen Tung Lam emphasized that there needs to be a transparent and clear management mechanism to ensure the socialization of education takes place healthily, avoiding spontaneous development and lack of quality control.
