On April 17, the National Assembly Standing Committee gave its opinion on the draft Resolution of the National Assembly on popularizing preschool education for preschool children aged 3-5 years.
Presenting the report, Minister of Education and Training Nguyen Kim Son said that the resolution aims to build a legal corridor to mobilize investment resources to ensure conditions for the implementation of universal preschool education.
Mr. Nguyen Kim Son pointed out that preschool education is currently still facing difficulties and major challenges. A large number of preschool children aged 3-4 (mainly children in disadvantaged areas and vulnerable groups) have not access to preschool education, creating unfairness in access to education.
Conditions to ensure the quality of preschool education are still poor. Current policies for preschool children, teachers, and educational institutions, investment mechanisms and policies, and socialization of education are limited, not meeting the requirements for preschool education development.
Therefore, the draft Resolution focuses on resolving three groups of policies including incentives for preschool children of generally accepted age, raising the level of lunch support compared to current regulations for preschool children from 3-5 years old.
In addition, it is proposed to provide subsidies to attract the recruitment of preschool teachers from the 2025-2026 school year; support funding for managers, teachers, and staff at preschools (excluding preschools with foreign educational and training linkages, and educational institutions with foreign investment) to carry out the task of popularizing preschool education.
At the same time, invest in developing a network of schools and preschool education classes.
The Government plans to need a total budget of more than VND 116,000 billion to implement universal preschool education for children aged 3-5 (2026 - 2030).
In particular, the estimated budget for implementing the policy for preschool children is more than 1,000 billion VND/year, including support for study costs of 150,000 VND/month/child for 9 months; support for lunch for each child of 200,000 VND/month/child for 9 months, an increase compared to the old level of 160,000 VND/month.
The total budget needed for facilities to ensure the minimum conditions according to regulations (minimum standards) is more than 91,000 billion VND.
In addition, there is also a budget to attract and give incentives to managers, teachers, and preschool staff performing general tasks.
Estimated funding sources are from the state budget, socialized education capital and other legally mobilized capital sources.
Facing the concern about the expansion of subjects to non -public educational units, the Minister said that after the Politburo concluded the tuition exemption, the Standing Committee of the Secretariat issued Document No. 14251 to direct the Government Party Committee and the Ministry of Education and Training to consider expanding the subjects for private and private schools.
According to Minister Nguyen Kim Son, regarding practical policies to support children, tuition support for children in private and public schools, children of workers in industrial parks, has been expanded. This is also being done in the direction of the Politburo in exempting tuition fees for children. This expansion is appropriate.
"This resolution expands the subjects to include grounds and is also being implemented in conjunction with the resolution on tuition exemption submitted to the National Assembly in this session," said Minister Nguyen Kim Son.
Reviewing this content, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that according to the Government's submission, to implement the everyoneage of preschool education for preschool children aged 3-5 years, the State must ensure a large amount of financial and human resources.
Chairman Nguyen Dac Vinh said that it is necessary to determine a roadmap for each school year in the period of 2026-2030.
This roadmap needs to be stipulated in the resolution to have a basis for planning to prepare conditions such as building schools and classes; funding for building schools and classes according to the annual plan.
Ms. Nguyen Thanh Hai - Chairwoman of the Delegation Work Committee said that the resolution provides preferential treatment for children aged 3-5 in private schools and parents who are industrial park workers or laborers.
She proposed that if possible, industrial parks should be encouraged to have land funds and be exempted from taxes, and then have outstanding policies to build kindergartens for the children of these workers.
"Currently, there are only housing policies for workers but there are no kindergartens," Ms. Nguyen Thanh Hai commented.
