The Ministry of Education and Training issued Circular No. 63/2026/TT-BGDDT dated July 30, 2026, stipulating the Charter of intermediate and college schools.
In which, Clause 4, Article 14 of the Circular clearly stipulates the tasks and powers of principals of intermediate and colleges as follows:
a) Develop, promulgate and organize the implementation of school development strategies and plans; regulations on the organization and operation of the school; school education and training plans; school year task plans;
b) Build the school's organizational structure according to the provisions of Article 13 of this Charter; manage personnel according to authority; assign tasks to affiliated units and individuals in accordance with the law and regulations on organization and operation of the school;
c) Develop and develop the contingent of teachers and management officials; decide on the structure and number of employees and decide on salary payment according to work efficiency and quality. Recruit teachers, inspect, evaluate, train, foster, reward, discipline and implement regimes and policies for teachers, management officials, educational support personnel and other personnel according to regulations; sign working contracts, labor contracts, manage, use and terminate contracts according to the provisions of law;
d) Appointment, reappointment, dismissal, resignation, termination of positions, transfer, rotation of management officials at the faculty, department, department level and other units and organizations under the school in accordance with authority and legal regulations;
e) Manage learners and learners' activities organized by the school; review the results of assessment and classification of learners; issue certificates of completion of vocational secondary education programs, vocational secondary school diplomas, intermediate level diplomas, college diplomas, elementary level certificates, training certificates; decide on rewards and disciplines for learners; implement regimes and policies for learners in accordance with the law;
e) Effectively manage and use assigned financial resources and assets; mobilize legitimate resources from organizations and individuals at home and abroad to develop schools in accordance with the law;
g) Decide on training majors based on groups of majors and groups of professions that have been licensed by competent authorities; organize and implement vocational education activities of the school according to regulations; apply measures to ensure and improve the quality of vocational education;
h) Establishing and developing science, technology, innovation, cooperation, and investment activities in schools; cooperating with businesses in training, internships, consulting, and job support for learners;
i) Participating in giving opinions to competent state management agencies on vocational education development policies; being protected in terms of prestige and honor according to the provisions of law;
k) Implementing the regulations on democracy and accountability of heads of vocational education institutions in the organization of school activities;
l) Exercise other rights and obligations according to the provisions of law.
