Ms. Tran Thi Thanh reflected that some nursery teachers (18-36 months old) and kindergarten teachers (5–6 years old) are assigned to participate in tasks serving universal preschool education such as surveying, updating data sheets, statistics, summarizing data and reporting data on universal preschool education.
Ms. Thanh asked, are the above-mentioned teachers identified as teachers participating in the task of universalizing preschool education to enjoy support policies according to the provisions of Decree No. 277/2025/ND-CP? Is the number of months of enjoyment the actual number of months of universalization participation or the whole year?
Regarding this issue, the Ministry of Education and Training answers as follows:
Clause 4, Article 5 of Decree No. 277/2025/ND-CP stipulates the subjects: "Principals, Vice-Principals, teachers and staff at public preschool education institutions participating in the task of universalizing preschool education for children from 3 to 5 years old".
According to Decree No. 277/2025/ND-CP, this policy is built to support the team directly implementing universal preschool education for children aged 3 and 4. Therefore, teachers directly teaching kindergarten classes for 3-4 years old and 4-5 years old are subject to application. For teachers teaching nurseries or kindergarten classes for 5-6 years old, they are not subject to policies according to Decree No. 277/2025/ND-CP.
Regarding the number of months of enjoyment, Clause 4, Article 5 of Decree No. 277/2025/ND-CP stipulates that they are entitled to support funds of 960,000 VND/month (support funds are not used to calculate contributions and enjoy social insurance benefits).
The payment of the above policy needs to be based on the time assigned by the competent authority to participate in the universalization task, and at the same time clearly state the completed product for policy payment.
