Proposal to ban pre-program teaching and exam preparation under the guise of enhanced education

The Ministry of Education and Training proposes absolutely not to use enhanced education, needs-based education to pre-teach the curriculum, prepare for exams, and cram knowledge.

The above content is stipulated in the draft Circular regulating the organization of enhanced education activities and educational activities according to the needs of learners at general education and continuing education institutions, recently announced by the Ministry of Education and Training (MOET).

The draft Circular is built to concretize the provisions of the Law on Education, meeting the requirements of education innovation in the direction of comprehensively developing students' qualities and abilities, in accordance with the reality of implementing the 2018 General Education Program in the context of 2-session/day teaching, requiring the introduction of knowledge about digital capacity and artificial intelligence (AI) into schools according to Resolution No. 71-NQ/TW of the Politburo.

Absolutely do not use enhanced education, needs-based education to pre-teach programs, prepare for exams, and cram knowledge.

The noteworthy point of the draft is to clarify the two groups of enhanced education activities and education according to the needs of learners.

Accordingly, enhanced education activities are aimed at consolidating and expanding knowledge, skills, and developing qualities and abilities for learners, contributing to the implementation of program objectives but not belonging to the compulsory program content; are organized within the school's educational activity time frame.

The content of enhanced education activities is stipulated in the draft Circular including three groups: Ideal education, ethics, cultural lifestyle, historical traditions, law, national defense - security; physical education, aesthetics, career guidance, entrepreneurship, finance, soft skills, survival skills, disaster prevention, child abuse prevention; development of digital capacity, artificial intelligence (AI) knowledge, cyberspace safety, STEM/STEAM education, science, technology, informatics and foreign languages.

Also according to the draft Circular, education activities according to the needs of learners are activities organized and managed by the Department of Education and Training on the basis of voluntary registration of students and parents, aimed at developing personal talents and interests, practicing life skills outside the compulsory content and are carried out outside of official school hours.

The content of educational activities according to the needs of learners focuses on fostering artistic and sports talents; advanced foreign language programs; hobby clubs, learning projects, cultural exchanges, creative experiences; supporting skills activities according to personal wishes. Participation is entirely based on the needs, interests, talents, career orientation and voluntary participation of students.

According to the draft Circular, it is absolutely forbidden to use enhanced education activities and according to the needs of learners to pre-teach the program, review, prepare for exams or cram knowledge of subjects in the General Education Program, contents that are inherently within the scope of regulation on extra classes and tutoring.

Strictly prohibit the use of unverified and approved documents

The draft Circular stipulates that people directly teaching must have standard qualifications suitable for the job position and good moral qualities.

For personnel who are not full-time teachers, the draft requires them to have dossiers, diplomas, certificates or professional capacity proof appraised by educational institutions, have a clear criminal record or a commitment not to violate laws related to children and be trained in codes of conduct before participating.

For artisans and reputable people in the community who do not have a pedagogical degree, the principal of the educational institution is responsible for appraising their capacity and practical experience.

Regarding the regime, full-time teachers participating are entitled to overtime salaries, reduced teaching norms or converted into teaching hours; personnel outside educational institutions are entitled to remuneration according to contract agreements.

Regarding learning materials and materials, the draft Circular clearly defines the thẩm định authority according to three levels: Educational institutions self-assess, approve materials self-compiled or exploited from legal open learning materials and must report the list annually.

The Department of Education and Training presides over the appraisal of documents provided by outside organizations and individuals; and is responsible for appraising related documents issued on a provincial scale or with foreign elements. The Circular strictly prohibits the use of unappraised and approved documents.

The draft Circular also specifically stipulates conditions on facilities and funding. Accordingly, the draft allows activities to be organized in locations outside schools with specific characteristics such as businesses, craft villages, farms, and experience spaces. The head of the educational institution must directly assess the actual safety conditions and report to the educational management agency for approval in the operating plan before implementation.

The draft also stipulates that the collection level must not exceed the ceiling level specified in the Resolution of the Provincial People's Council; ensuring publicity and transparency according to current regulations.
