Mr. L asked, can he switch to a clerical job position? Do you need any conditions? Is the salary coefficient preserved when switching?
The Ministry of Education and Training said that in case the school has a need, if the civil servant fully meets the professional and nghiệp vụ standards of the clerical position and wishes to transfer to the clerical position, it needs to be approved by competent authorities and organized to implement the change of position according to the provisions of law.
In the process of changing job positions, it is necessary to check and evaluate the standards, conditions and professional and nghiệp vụ capacity of people who wish to transfer to new job positions.
The standards for intermediate librarians and librarians are specified in Articles 11 and 12 of Circular No. 02/2021/TT-BNV amended and supplemented by Circular No. 06/2022/TT-BNV.
Accordingly, salary ranking when transferring ranks/titles in the same type of civil servant or public employee, in case of being appointed to a new rank in the same rank group as the old rank (old and new ranks have the same salary grade coefficient), then rank equal to the salary grade and the percentage of seniority allowance exceeding the frame (if any) being enjoyed in the old rank (including calculating the time for considering salary promotion next time or considering enjoying seniority allowance exceeding the frame if any in the old rank) to the new rank;
In case civil servants and public employees meet the standards and conditions and are decided by competent authorities to transfer civil servants and public employees from type A0 to type A1, it shall be implemented as the salary ranking method when promoting civil servants and public employees guided in Clause 1, Section II of this Circular.
