Mr. Do Duc Phong (Cau Giay - Hanoi) proposed to turn tutoring and extra learning into a business, which will have a positive impact on price balance and limit teachers from automatically "inflating prices".
Sharing the same opinion, Mr. Vu Dinh Than (Cau Giay - Hanoi) said: "Putting tutoring into business is conditional, meaning there is management, organization and clear goals and objectives."
This also makes it easier to manage extra teaching and learning, with certain criteria, avoiding long-standing negative practices such as: tax evasion, forcing students to take extra classes, price inflation, etc.
Legalizing extra teaching, what rights and obligations do teachers have?
Associate Professor, Dr. Pham Manh Ha - University of Education, Vietnam National University, Hanoi, believes that each of us teachers has the right to work part-time like doctors or any other profession.

According to the provisions of the Investment Law 2020, a conditional business investment industry is an industry in which investment and business activities must meet necessary conditions for reasons of national defense, national security, social order and safety, social ethics, public health, etc. If private tutoring is legalized, individuals and organizations must meet business conditions" - Associate Professor, Dr. Pham Manh Ha shared.
According to lawyer Nguyen Van Phi, Deputy Director of Lawkey LLC, individuals and organizations wishing to do business or participate in the tutoring and learning market must fully meet the business conditions before conducting business.
Business conditions such as requirements for tutors, requirements for individuals and organizations organizing tutoring activities, requirements for facilities, equipment, tuition fees for tutoring and learning activities, etc. will be specifically regulated for tighter management.
