Sharing the same view, Ms. Mang Thi Hong Hoa - teacher at Hoa Dao Kindergarten (Ninh Thuan) said that allowing preschool teachers to retire early is a reasonable and correct proposal, suitable for the difficulties and characteristics of their work.
However, Ms. Hoa is concerned about the conditions for having to pay social insurance for 20 years or more because not all teachers have a full number of years of social insurance contributions, especially those who start late or have interruptions during their work. This puts them at risk of not being eligible for retirement, forcing them to continue working in poor health.

Considered as preschool teachers, their work is very hard. An average teacher has to take care of more than 10 children. Sharing teachers' concerns about the regulation on the period of social insurance payment of 20 years or more, delegate Nguyen Thi Viet Nga said that this is a reasonable time.
"According to regulations, preschool teachers are allowed to retire early but not more than 5 years. If a person graduates with a university degree and leaves school at the age of 22, after 20 years of working, they have not yet reached the retirement age. In addition, the minimum social insurance contribution of 20 years or more will ensure that teachers' pensions can ensure their lives after retirement" - Ms. Nga commented.
Discussing whether or not to include an early retirement policy for preschool teachers in the draft Law on Teachers, according to Ms. Nga, the development of the Law on Teachers aims to determine a specific policy system for teachers. If this policy is not stipulated in the law, a Circular will have to be issued. Therefore, policies related to teachers should be clearly regulated in the Law on Teachers, to clarify the responsibilities and rights of teachers.
