Proposal to adjust the salary coefficient of preschool teachers
The Ministry of Education and Training (MOET) has responded to voters of Ninh Binh province sent to the 8th session of the 15th National Assembly.
Voters reported that the salary regime for preschool teachers is at a disadvantage compared to other levels in the national education system. Meanwhile, the working time of preschool teachers is usually more than 8 hours/day (commonly 11 hours/day).
Voters recommend that the Government direct relevant agencies to pay attention to adjusting the salary coefficient of preschool teachers like primary school teachers to ensure fairness in salary regime between different levels of education.
Regarding this issue, the Ministry of Education and Training responded specifically as follows:
The salary arrangement of preschool and general education teachers is implemented according to the Government's regulations in Decree No. 204/2004/ND-CP dated December 14, 2004 on salary regime for cadres, civil servants, public employees and armed forces.
Accordingly, the salaries of preschool and primary school teachers are classified according to the professional and technical salary scale for cadres and civil servants in state-owned enterprises.
According to regulations, the professional title of civil servant requiring college level training is applied to the salary of civil servant type A0 (starting salary coefficient 2.10), the professional title requiring university level training is applied to the salary of civil servant type A1 (starting salary coefficient 2.34).
Therefore, according to Decree No. 204/2004/ND-CP, the salary of preschool teachers has no basis to be classified as the salary of general education teachers.
However, the Party and the State always pay attention to the preschool teaching staff, so in addition to the salary paid according to the coefficient, preschool teachers also enjoy preferential allowances at a higher level than teachers at other levels. At the same time, they also enjoy a number of additional policies according to the Government's regulations in Decree No. 105/2020/ND-CP stipulating a number of policies for preschool education development.
Proposal to adjust the salary of the nurse
Voters in Ninh Binh province also reflected that, according to the provisions of Circular No. 52/2020/TT-BGDDT dated December 31, 2020 of the Ministry of Education and Training, the task of preschools is to nurture, care for, and educate children from 3 months to 6 years old. Nurturing is one of the three core tasks of preschools. However, currently, preschool teachers work under a contract with the school, receiving salaries from the contributions of parents, so they are not really confident in their commitment to the school.
Therefore, voters recommend reviewing and regulating staffing quotas and salary scales for teachers so that they can feel secure and attached to the school.
Regarding this issue, the Ministry of Education and Training responded as follows:
The list of job positions and the number of employees working in public preschools does not include the position of "cook" but has regulations on labor contracts to perform cooking duties for preschools that organize boarding (stipulated in Circular No. 19/2023/TT-BGDDT of the Ministry of Education and Training).
Therefore, preschools, based on their needs and actual workload, propose to local competent authorities to decide on the number of labor contracts for cooking positions and choose the appropriate form of labor contract. This regulation is consistent with reality and in line with the spirit of streamlining the Party and State's payroll.
In order for contract workers to perform cooking tasks with peace of mind and be attached to the school, the Ministry of Education and Training proposed that the Provincial National Assembly Delegation consult with the Provincial People's Committee to have a policy to support the cost of paying salaries, allowances, insurance regimes, and trade union fees for contract employees arranged by the units themselves from the State budget within the annual budget norm and tuition fees and other career fees according to the provisions of law.
