One of the important new points in the draft Law on Teachers, drafted by the Ministry of Education and Training and recently submitted to the National Assembly for consideration, is the recruitment of teachers.
According to Article 16 of the draft Law on Teachers, the method of recruiting teachers is through selection or examination, which must include pedagogical practice.
Recruitment authority is presided over by the educational management agency or delegated or authorized. For educational institutions granted autonomy, the head of the educational institution shall carry out recruitment; Teachers in non-public educational institutions are presided over by the educational institution in accordance with the regulations on organization and operation of the educational institution.
The Ministry of Education and Training also proposed a number of new points in special privileges and priorities in teacher recruitment.
In addition to the cases of special privileges and priorities in recruitment according to the provisions of law, there are 4 more cases of special privileges and priorities in teacher recruitment, including:
Highly qualified people, talented people, excellent graduates, young scientists, people with special talents in the fields of culture, arts, sports, traditional professions suitable for the teaching profession;
Volunteers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions according to Government regulations are given priority in recruitment;
Graduates of teacher training programs under the selection system or by order between the locality and the training facility;
People who have had a labor contract as a teacher in an educational institution for 02 years or more.
With these new proposals, in addition to prioritizing the selection of excellent people to be recruited as teachers, contract teachers also have more opportunities to be recruited and officially appointed to the education sector.
Previously, the subjects considered for special recruitment were teachers who were working under a labor contract for a teaching position at a public educational institution, had signed a labor contract with mandatory social insurance payment according to the provisions of the Law on Social Insurance, and worked as teachers at public educational institutions in the area before December 31, 2015, within the staffing quota, and had the capacity and qualifications suitable to the requirements of the position to be recruited.
