Currently, the allowance coefficient for leadership positions in educational institutions (including heads of professional groups) is regulated as follows:
- The allowance for professional group leaders and equivalent in high schools is 0.25;
- The allowance for professional group leaders and equivalent in secondary schools is 0.2.
- The allowance for professional group leaders and equivalent in primary schools is 0.2.
- The allowance for professional group leaders and equivalent in preschools is 0.2.
According to Circular 07/2024/TT-BNV, responsibility allowance will be calculated by the formula:
Allowance level = Basic salary x Allowance coefficient
The current basic salary is 2.340,000 VND (Decree 73/2024/ND-CP)
Article 9 of the Draft Decree on salary policy, allowance regime, support and attraction policies for teachers stipulates work responsibility allowances as follows:
Teachers appointed as professional team leaders at educational institutions are entitled to a work responsibility allowance of 0.3 compared to the basic salary;
At the same time, this Draft Decree adjusts teachers recruited to teach and educate in educational institutions in the national education system.
If this draft is approved, in 2026, there will be no division of work responsibility allowances at all levels for professional group leaders.
And if the basic salary remains the same until the time this draft is approved and takes effect, then:
The high school allowance for job responsibilities for professional group leaders increased from 0.25 to 0.3 (an increase of 20%).
The secondary school, primary and preschool levels have assigned responsibility for the work of the heads of professional groups to increase from 0.2 to 0.3 (an increase of 50%).
If the basic salary increases by more than 2.34 million VND at the time of this draft being approved and effective, the job responsibility allowance for heads of professional groups for secondary, primary and preschool teachers will increase by more than 50%.
