Currently, the Ministry of Education and Training is developing and finalizing a draft Decree regulating salary, allowance, support and attraction policies for teachers to ensure synchronous effectiveness when the Law on Teachers takes effect from January 1, 2026.
This draft has specifically regulated salary policies for teachers, allowances including seniority allowances and increased vocational allowances for teachers.
In 2026, teachers will receive an allowance of 150% of their current salary as proposed in Article 11 of the draft salary policy for teachers on policies to attract and promote teachers.
Thus, according to the proposed content in the draft salary policy for teachers, it is expected that in 2026, teachers will receive an allowance of 150% of their current salary in the following cases:
- Teachers who are graduated from a good or higher level in key majors, essential according to the needs of socio-economic development according to the strategy, project, and development plan for the teaching staff approved by competent authorities.
- Teachers who are ethnic minorities on the list of ethnic minorities with very few people according to the Prime Minister's regulations volunteer to work at educational institutions in areas with very few ethnic minorities.
In particular, the detailed allowance level is 150% of the current salary for teachers in the above 2 cases as follows:
+ Teachers who have graduated well or better in key and essential fields according to the strategy and plan for developing the teaching staff approved by competent authorities, recruited in the form of acceptance.
Receiving an allowance of 150% of current salary from the date of receipt of the decision, during the entire period of training, the sector is still a key and essential field.
Priority is given to participating in domestic and international training and development using the state budget.
+ Teachers are a very small ethnic minority, volunteering to work at educational institutions in ethnic minority areas with very few people, recruited by receipt.
Receive an allowance of 150% of current salary for 5 years from the date of receipt.
After 2 years, if the task is completed well, the salary will be raised ahead of schedule.
Priority is given to domestic and international training and development using the state budget.
The basis for contributions is to consider awarding medals/medals, emulation titles, and rewards without applying the consideration ratio.
The breakthrough of the draft is the first application of a special salary coefficient for each group of teacher titles from 1.1 to 1.6 times, affirming the specific nature of the profession and ensuring income. The preferential allowance for diverse occupations is 25 - 80% depending on the level of education, region, highest priority for remote, border, and island areas. The draft adds allowances for combined classes, teaching ethnic minority languages, and the responsibility of consulting students, in order to compensate for the specific hardships of teachers.
