Ms. Tran Huong (Quang Ninh) asked, does the tutoring business household that has registered for business, has full teacher qualifications in the right major, and uses English textbooks not under the general education program of the Ministry of Education and Training, be allowed to teach elementary school students or is it mandatory to establish a foreign language center to teach?
Regarding this issue, the Ministry of Education and Training answers as follows:
According to the provisions of Clause 1, Article 2 of Circular No. 29/2024/TT-BGDĐT amended and supplemented in Article 1 of Circular No. 19/2026/TT-BGDĐT:
1. Extra tutoring and extra classes are extra teaching activities outside the time limit specified in the education plan for subjects and educational activities (hereinafter referred to as subjects) in the General Education Program, the Continuing Education Program for secondary school level, and the Continuing Education Program for high school level issued by the Minister of Education and Training.
Educational activities on culture, art, sports; strengthening foreign language skills, STEM/STEAM education, digital competency education, artificial intelligence (AI), career guidance education, life skills education and other educational contents as prescribed to provide comprehensive education, meet the needs, interests, and aptitudes of students that are not within the content of the subject programs issued by the Minister of Education and Training are not within the scope of regulation of this regulation and are implemented according to other provisions of law".
On that basis, the Ministry of Education and Training requests citizens to implement the organization of tutoring and extra classes according to current regulations.
