Ms. Y.N (HCMC) asked, is a student whose parents died due to a work accident, and whose family has a decision to receive a one-time survivor's allowance from social insurance, eligible for a 50% tuition fee reduction according to Decree No. 238/2025/ND-CP?

Regarding this issue, the Ministry of Education and Training answers as follows:
Clause 3, Article 18 of Decree No. 238/2025/ND-CP stipulates the dossiers, procedures, and order for implementing tuition fee exemption and reduction, learning cost support, and tuition fee payment support for learners at preschool education, general education, continuing education, vocational education and higher education institutions who request the Decision on monthly allowance for parents who have had labor accidents or occupational diseases issued by the Social Insurance agency applicable to subjects specified in Clause 2, Article 16 of Decree No. 238/2025/ND-CP.
Thus, in case students have parents who died in labor accidents and have a Decision to receive a one-time death gratuity from provincial social insurance, they are not eligible for the 50% tuition fee reduction policy according to the provisions of Decree No. 238/2025/ND-CP.
