Student H.T (Cao Bang) asked, are students of Hanoi National University of Education who have permanent residence registration in particularly difficult villages/hamlets, communes in region III of ethnic minorities and mountainous areas, and particularly difficult communes entitled to tuition fee exemption and reduction policies and tuition fee support?
Regarding this issue, the Ministry of Education and Training said that Clause 4, Article 17 of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government stipulating tuition fees policies, exemptions, reductions, tuition fee support, learning cost support and service prices in the field of education and training stipulates that the subjects eligible for learning cost support include:
Preschool children, general education students, students studying at continuing education institutions under the general education program whose parents or guardians (in case they live with guardians) have permanent residence and are studying at educational institutions in particularly difficult villages/hamlets, communes in region III of ethnic minorities and mountainous areas, particularly difficult communes in coastal, coastal and island areas according to regulations of competent authorities or studying at educational institutions in other areas according to local regulations in cases where there are no educational institutions in particularly difficult villages/hamlets, communes in region III of ethnic minorities and mountainous areas, especially difficult communes in coastal, coastal and island areas".
Thus, the case of student H.T who is a student of Hanoi National University of Education is not subject to tuition fee support.
Point c, Clause 1, Article 16 of Decree No. 238/2025/ND-CP stipulates that subjects eligible for the 70% tuition fee reduction policy include:
Students in vocational education institutions and higher education institutions who are ethnic minorities (except for very small ethnic minorities) whose relatives and parents have permanent residence in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, and particularly difficult communes in coastal, coastal and island areas according to the regulations of competent authorities".
Student H.T is requested to review and compare with the above regulations, if the student meets the conditions, they will be entitled to a 70% tuition fee reduction according to the provisions of Decree No. 238/2025/ND-CP.
In addition, the Government has issued Decree No. 116/2020/ND-CP dated September 25, 2020, which is amended and supplemented by a number of articles in Decree No. 60/2025/ND-СР dated March 3, 2025, stipulating policies to support tuition fees and living expenses for pedagogical students, accordingly, pedagogical students at educational institutions will be fully supported by the State with tuition fees equal to the tuition fee collection level of the teacher training institution where they study and monthly living expenses support during their study period. Support procedures and support levels are specified in detail in Decree No. 116/2020/ND-CP.
