The Ministry of Education and Training has just issued Circular No. 11/2026/TT-BGDDT stipulating the working regime for preschool teachers.
This Circular takes effect from March 4, 2026, replacing Circular No. 48/2011/TT-BGDDT dated October 25, 2011 of the Minister of Education and Training stipulating the working regime for preschool teachers.
Principles for determining working regime
The Circular stipulates that the working hours of preschool teachers are implemented according to the school year, converted into teaching hours and guaranteed to be 40 hours/week, which includes the number of teaching hours in 1 day according to the teaching hours norm.
The working hours of principals and vice-principals are guaranteed to be 40 hours/week, including teaching time according to regulations.
The assignment and arrangement of tasks for preschool teachers must ensure regulations on teaching hours norms, working hours, annual leave hours according to the provisions of law; ensure publicity and fairness between preschool teachers in the same preschool education institution.
The assignment of preschool teachers to participate in dropping off children or picking up children or taking care of children at noon must ensure compliance with the actual situation of the preschool education institution's staff.
Each kindergarten teacher does not concurrently perform more than 2 prescribed tasks. For tasks that have already received remuneration or allowances, teaching hours are not reduced or converted to teaching hours minus concurrent tasks.
The conversion for tasks that have not been regulated with the regime of reducing teaching hours or have not been converted into teaching hours in this Circular is decided in writing by the principal, ensuring compliance with the level of complexity and workload of the concurrently assigned task. The conversion in this case must be approved through a collective meeting of preschool teachers in preschool education institutions and reported to competent management agencies.
Lesson norms for preschool teachers
For preschool teachers teaching children's groups, kindergarten classes studying 2 sessions/day: Teaching 5 hours and 30 minutes/day.
For preschool teachers teaching children's groups, kindergarten classes studying 1 session/day: Teaching 4 hours/day.
Teaching hours norms for principals and vice principals
The teaching hours in the week are determined as follows: Principal teaching 2 hours/week; Vice Principal teaching 4 hours/week.
Principals and vice-principals are not allowed to convert the regime of reducing teaching hours or use teaching hours converted from professional activities to replace teaching hours.
When teaching enough prescribed teaching hours, principals and vice-principals are allowed to convert professional activities according to the provisions of Article 12 of this Circular to calculate the total teaching hours when calculating extra teaching hours (if any).
