The Ministry of Education and Training has just issued Circular No. 11/2026/TT-BGDDT regulating the new working regime for preschool teachers.
This Circular takes effect from March 4, 2026, replacing Circular No. 48/2011/TT-BGDDT dated October 25, 2011 of the Minister of Education and Training stipulating the working regime for preschool teachers.

After a long period of consulting, the Circular Regulating the working regime for preschool teachers was officially issued with many changes in the direction of reducing pressure on teachers.
In the new Circular, the Ministry of Education and Training has adjusted the teaching hours norms for preschool teachers.
Specifically, for teachers teaching classes of 2 sessions/day, the direct teaching hours in class are reduced from 6 hours to 5 hours 30 minutes/day. For teachers teaching classes of 1 session/day, the 4 hours/day norm is maintained.
The total working hours of preschool teachers still ensure 8 hours/day and 40 hours/week according to the Labor Law, but the time structure is re-allocated more scientifically, including time for preparing lessons, picking up and dropping off children and other professional activities.
In addition, teachers participating in lunch duty, if they have not received remuneration, will be converted into the number of hours in class. The specific conversion level will be decided by the principal based on the number of children and the actual duty time, but the maximum is 2 hours of teaching/session.
In addition to midday duty, other tasks are also counted points converted such as tutoring at other schools or illustrative teaching at professional activities, working as a training reporter, being a judge in school-level competitions, participating in consulting activities, professional support for colleagues...
Teachers concurrently holding other job positions such as Youth Union Secretary, clerk, librarian, and supporting disabled children are also reduced by 2 working hours/week.
Regarding maternity leave, if teachers have summer vacations coinciding with maternity leave, they will be arranged for summer vacations before or after maternity leave.
If the total number of summer vacation days remaining after maternity leave ends is less than the number of annual holidays as prescribed, teachers will have additional compensatory leave. The additional leave time is arranged flexibly according to the agreement between the principal and teachers.
