The Ministry of Education and Training (MOET) has just announced on the Ministry's Electronic Information Portal to collect comments on the draft Circular promulgating the Regulations on Departments and Certificates (VBCC) of the national education system, replacing Circular No. 21/2019/TT-BGDDT dated November 29, 2019.
Will issue VBCC number at the same time as paper degree
One of the highlights of the draft Circular is the institutionalization of the digital transformation policy in education. The draft adds the concept of degrees, digital certificates, along with specific regulations on the issuance, storage, processing and exploitation of electronic VBCC databases, creating a solid legal basis for the implementation of digital VBCC nationwide. The issuance of digital VBCCs at the same time as paper certificates will help modernize the management process, save time and costs, while meeting the requirements of publicity, transparency and digitalization according to the direction of the Party and the Government.

The draft Circular also aims to change when three draft laws (Law on Education, Law on Higher Education, Law on Vocational Education) are amended, supplemented and replaced in the coming time: Replace the granting of junior high school graduation certificates with a confirmation of completion of the junior high school program in the transcript; supplement high school vocational certificates; supplement the form of digital certificates, digital certificates; supplement the scope and subjects of regulation including VBCC of vocational education.
Remove regulations on printing emboluments for graduation certificates and certificates of the Ministry of Education and Training
The draft Circular clearly identifies the role, responsibilities and authority of agencies and units in the education system. Accordingly, the Ministry of Education and Training focuses on issuing regulations, inspecting, supervising, not replacing localities; the Department of Education and Training and competent authorities at VBCC level are given the right to proactively organize implementation according to their functions and tasks.
Specifically, the draft Circular removes the content of regulations on printing graduation certificate and certificate emps of the Ministry of Education and Training, decentralizing them to the Department of Education and Training or assigning them to competent authorities to issue VBCC (for paper VBCC).
In addition, the college and intermediate graduation certificate model, the certificate model of the national education system specified in current documents are replaced by the main content regulations recorded on VBCC; the model of the original certificate issued books, certificate appendices, books issued with copies from the original books... are replaced by the main content regulations recorded in these books. The above regulations aim to increase autonomy for competent authorities granting VBCCs in managing VBCCs.
The deadline for granting high school graduation certificates is only 30 days
According to the draft, the deadline for granting high school graduation certificates (cards) is reduced from 75 days to 30 days; the deadline for granting VBCC No. is only 5 days from the date of the graduation recognition decision.
The draft also adds more practical and flexible regulations, such as allowing the authorization of the issuance of VBCC autographs to reduce workload, clearly defining how to handle in special cases (merger, division, dissolution of distributors or no competent person according to regulations).
These adjustments not only remove difficulties and obstacles from practice but also ensure the rights of learners, minimize complaints and recommendations, and at the same time improve transparency and efficiency in state management of VBCC.
