Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education, Ministry of Education and Training - said that the Ministry is about to issue a Circular amending the regulations on university and college admissions in 2025. The Circular is expected to have many important new points such as: No more early admission; universities and colleges considering high school transcripts must use the academic results of the entire 12th grade; compulsory conversion of equivalent between admission methods and combinations; schools are allowed to convert foreign language certificates into foreign language scores for admission; remove the requirement for each major, each program to have a maximum of 4 admission combinations; each candidate's priority bonus not exceeding 10% of the maximum score, etc.
"The adjustments to the 2025 university admission regulations of the Ministry of Education and Training aim to be fair and transparent in admission. At the same time, it ensures the opportunity to be admitted, creating favorable conditions for candidates. Universities can also recruit candidates according to their requirements, ensuring sufficient quantity and quality" - Mr. Dung said.
Eliminating early admission does not reduce the chance of university admission
Many opinions are concerned that this new point will affect university admission and students' admission opportunities. However, Associate Professor, Dr. Nguyen Anh Dung affirmed that eliminating early admission does not affect the rights of candidates when attending this year's university admission exam.
Training institutions still have autonomy in enrollment. In particular, all admission methods that the training institution wishes to use are still fully guaranteed according to current regulations.
"The new regulation only affects time. Instead of dividing it into many phases, it will now take place in the same phase in the general enrollment plan of the Ministry of Education and Training. The results of academic records, the results of foreign language certificates are converted, or the competency assessment exams that students have prepared for throughout their studies are still reserved, the admission depends entirely on whether the training institutions use that admission method or not" - Mr. Dung analyzed.
On the side of universities, Associate Professor, Dr. Nguyen Thi Hoa - Head of the Department of Testing and Training Quality Assurance, University of Transport acknowledged that eliminating early admission only involves time adjustments, not much affecting the school's admission process.
Previously, early admission was for those with good academic performance in high school and outstanding foreign language skills to serve advanced, high-quality programs. And we only select students who have completed 100% of their high school programs. This means that students must use the learning results of the entire 12th grade year, for 6 semesters. This year, when the Ministry plans to completely eliminate early admission, the school will still maintain stable admission methods, including admission based on the results of the upcoming high school graduation exam; admission based on transcripts and the results of the thinking assessment exam organized by the University of Science and Technology. This year, we have added a new method, using the results of the National University's competency assessment exam" - Associate Professor, Dr. Nguyen Thi Hoa said.
Expected to convert admission scores to 1 common scale
A new point expected in the 2025 university and college admission regulations that many candidates and parents are interested in is the standard score on a common scale.
I believe that schools will have a solid foundation to implement conversion instead of mechanical conversion. The conversion will be based on the admission scores of previous years and the learning results of students in university. This information will be publicly announced to candidates before the admission date - Associate Professor, Dr. Nguyen Anh Dung informed.
Sharing the same view, Dr. Luu Huu Duc - Head of Training Management Department, Academy of Finance - said that the unit has many years of experience in implementation, so converting the standard score to a common scale is not difficult.
"We still consider the high school academic results of all 3 school years. The average score of the 6 semesters is considered a starting point to evaluate both the students' learning process and admission results. Regarding this point, the school's Admissions Council has carefully calculated and will soon include it in the Academy's admission plan in the coming time" - Dr. Luu Huu Duc informed.

While waiting for the Ministry of Education and Training to announce the 2025 university admission regulations, many students have proactively reviewed and are ready for changes.
Mai Minh Anh, a 12th grade student at the High School for the Gifted in Natural Sciences (VNU Hanoi), has prepared for early admission using her transcripts and IELTS certificates from grade 10. However, when he learned that the Ministry of Education and Training planned to eliminate early admission, he had to adjust his exam preparation strategy and register his wishes.
