In 2025, the first batch of students studying the 2018 General Education Program will take the graduation exam. Students will take the high school graduation exam in 4 subjects, including 2 compulsory subjects and 2 elective subjects according to the regulations of the Ministry of Education and Training.
At this time, final year students are waiting for the 2025 university admission regulations, which are expected to have many new points to ensure fairness, transparency and create the most favorable conditions for candidates.

At the seminar "2025 Admissions Consulting: Changes to create fairness" organized by Lao Dong Newspaper on March 6, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training said:
"Up to this point, the draft revised 2025 enrollment regulations have been basically completed. We aim to issue this regulation in the next 2 weeks".
7 important new points in the revised 2025 enrollment regulations
According to Associate Professor, Dr. Nguyen Anh Dung, there are 7 important new points in the regulations on university and college admissions to be issued
The first new point is that the Ministry of Education and Training has removed the regulation on early admission (no longer early admission). Schools can directly consider admission according to the regulations of the Ministry of Education and Training to select candidates with outstanding abilities and talents. The remaining candidates will participate in the general admission round according to the general plan of the ministry.
Second, schools that use high school academic results (exams) for admission must use the results of the entire 12th grade school year (previous years, many schools only used the results of 5 semesters at high school level, not counting the scores of semester II and grade 12).
Third, schools have a plan to convert admission scores to ensure fairness and transparency between different admission methods. Ensure the selection of the most suitable candidates for the desired program and major.
Fourth, remove the requirement for each major and program to have a maximum of 4 admission combinations, no limit on the maximum number of admission combinations for a major or a specific program.
Fifth, the regulation that each candidate's priority points do not exceed 10% of the maximum score (this bonus point is after adding priority points for the area, priority for the subject), at the same time, the total score of the candidate does not exceed the maximum score.
Sixth, considering a foreign language certificate can convert the results of the certificate according to the list of high school graduation exam regulations into foreign language scores for admission.
Seventh, training majors in the health and pedagogical sector still apply regulations on the threshold for ensuring input quality as the admission regulations applying for 2024.
