Ministry of Education and Training raises a series of obstacles regarding teacher evaluation
The Ministry of Education and Training has completed and sent to the Ministry of Justice for appraisal the draft Decree guiding the Law on Teachers, which points out many inadequacies of the current assessment mechanism. Currently, teachers are both assessed according to general regulations of civil servants and according to separate professional standards, leading to the situation of "double assessment", overloading dossiers, but the effectiveness of management and capacity classification is still limited.

According to the Ministry of Education and Training, the current regulations are formalistic, "harmonious and precious", not reflecting professional competence correctly, not closely linking assessment results with salary ranking, promotion or elimination, causing the motivation to strive of teachers to be eliminated. In addition, the system of professional standards is still lacking for university lecturers, pedagogical colleges and the team of principals in these blocks.
In order to overcome this, the draft Decree unifies the orientation of taking professional standard assessment as the sole basis for ranking the quality of teachers annually. The assessment results will be used directly for appointment, career advancement, training and fostering. See more...

Parents' representative board pays support money to a class after being accused of overcharging
After feedback from parents and Lao Dong Newspaper, the Board of Directors of Nguyen Van Cu Elementary School and the Parents' Representative Board (BDDPH) worked and announced the results of verifying the sponsorship mobilization for roofing and cleaning. BDDPH said that the mobilization originated from the actual needs of the school, implemented on a voluntary, public basis and aimed at directly serving students; the cleaning cost of 51 million VND/month is assessed to be suitable for the workload and the cleaning unit selected through voting.

However, BDDPH admitted that in one class (grade 2x), the mobilization was not in accordance with the spirit of voluntariness when dividing the contribution level equally for parents. Therefore, BDDPH agreed to return the entire amount of more than 7 million VND that parents of this class have supported. BDDPH affirmed that the remaining revenues and expenditures are implemented transparently, without self-interest and in accordance with Circular 16/2018/TT-BGDDT, and at the same time committed to rectify to avoid recurrence of errors.
The school principal said that he only agreed to accept sponsorships on the condition that they are in accordance with regulations; after reflecting, the school requested to stop accepting sponsorships to clarify the case and requested BDDPH to explain publicly to parents. See more...
