Lao Dong Newspaper received feedback from teachers in Vinh Linh commune (Quang Tri province) about not being paid for participating in teaching disabled people to integrate.
Currently, the first semester of the 2025-2026 school year has ended, but teachers teaching people with disabilities have not yet received benefits from the second semester of the 2024-2025 school year.
The dossier related to integrating people with disabilities in the second semester of the 2024-2025 school year has been completed for a long time, but I and other teachers have not received the allowance and the reason is also unclear. Meanwhile, some neighboring communes have received this allowance for a long time" - Ms. Linh (character name has been changed) reflected.
Talking to Lao Dong Newspaper, Mr. Nguyen Thien Tung - Chairman of Vinh Linh Commune People's Committee said that in the 2023-2024 school year, teachers were fully paid for the regime of teaching disabled people to integrate. In the 2024-2025 school year, due to lack of funds, they have not fully paid for the regime for teachers.
The funding has not been allocated, currently lacking about 2 billion VND. The commune has submitted a report to the Department of Finance, waiting for funding, Vinh Linh commune will resolve the regime for teachers" - Mr. Nguyen Thien Tung said.
Research shows that not only in Vinh Linh commune, but also some other communes in Quang Tri province have not yet paid in time for allowances for teachers teaching disabled people to integrate.
According to the leader of the Department of Education and Training of Quang Tri province, the unit also received a number of recommendations and reflections related to delays in paying benefits to teachers directly participating in teaching disabled people to integrate according to the provisions of Decree No. 28/2012/ND-CP of the Government.
On December 24, 2025, the Department of Education and Training of Quang Tri province sent a document to the People's Committees of communes, wards, special zones and units under the Department, requesting to inspect, review and implement payment of regimes and policies for officials and employees who are still outstanding. In the process of organizing implementation, if there are problems, the units report to the Department of Education and Training of Quang Tri province to coordinate in removing them or summarize and report to the People's Committee of Quang Tri province according to regulations.
Previously, from the beginning of 2023, Lao Dong Newspaper had many articles reflecting the regulation of support regimes for teachers teaching disabled people to integrate in public vocational education institutions that has existed for a long time, but teachers in Quang Tri province have not been entitled to it. At the meeting and dialogue between the Chairman of Quang Tri Provincial People's Committee and union members, workers, civil servants and laborers held on April 28, 2023, workers requested provincial leaders to consider and resolve to ensure regimes for teachers teaching disabled people to integrate. After that, Quang Tri Provincial People's Committee requested the Provincial Department of Education and Training, the Provincial Department of Finance and related units to review and advise on implementing the above regime.
