Ministry of Education and Training clarifies the time to receive new salary for teachers appointed to rank II
Ms. Ngo Thi Thuy Cai is a teacher at a secondary school, recruited by the District People's Committee (old administrative unit) as an education official on April 24, 2014. Currently, her working years are 11 years, minus 1 year of probation, which is 10 years. She is currently ranked as an old grade 2 education official with rank code V.07. 04. 11.
In 11 years of work, Ms. Cai has always completed her assigned tasks well and excellently, and has many achievements in teaching work (with certificates of merit and certificates of commendation).
In 2023, the Ministry of Education and Training issued Circular 08/2023/TT-BGDDT regulating the conditions and criteria for ranking teachers by rank. Based on the criteria of Circular No. 08/2023/TT-BGDDT, up to now, she has met all the professional criteria, and her working years are more than 1 year more than prescribed.
Ms. Cai asked, is Circular No. 08/2023/TT-BGDDT still valid? Since the time she was eligible until now, it has been more than 1 year in excess, so when implementing the ranking transfer, will she be entitled to the salary difference in more than 1 year without ranking?
Regarding this issue, the Ministry of Education and Training said that before April 14, 2026, the transfer and ranking of titles for secondary school teachers rank II (code V.07. 04.11) will be implemented according to the provisions of Article 7 of Circular No. 03/2021/TT-BGDĐT dated February 2, 2021 of the Minister of Education and Training stipulating codes, professional title standards and appointment, salary ranking of teaching staff in public secondary schools (amended and supplemented in Clause 8, Article 3 of Circular No. 08/2023/TT-BGDĐT dated April 14, 2023). Ho Chi Minh City officially deploys free textbooks
Ho Chi Minh City People's Committee has just issued a Plan to implement the policy of free general education textbooks in the city in 2026.
Accordingly, textbooks are purchased and organized by the state budget for students to borrow and use during the school year, and then returned to the school library to continue serving other students.

The plan applies to general education students, learners at public and private educational institutions implementing education programs issued by the Ministry of Education and Training, including the General Education Program, the Continuing Education Program for secondary and high school levels, and the Illiteracy Eradication Program in the City.
