Reasons why VETC, ePass collect fees for managing e-wallets
From August 2026, car owners pasting VETC and ePass road toll cards will be deducted an account management fee, at 6,600 VND/month/wallet for individual customers and 66,000 VND/month/wallet for organizations and businesses.
Explaining the collection of account management fees, on the official website of VETC Automatic Toll Collection Co., Ltd. (abbreviated as VETC), information said that the collection of fees is to maintain and improve the quality of e-wallet services, ensuring that the electronic payment system operates stably, safely and continuously 24/7.
At the same time, it meets operating costs, technology infrastructure, security, transaction control and connection with the banking system.
For ePass, this regulation applies to Viettel Money customers who are linked to ePass traffic accounts.
In Viettel Money's announcement, it is stated that the fee is collected to maintain and upgrade the technology infrastructure, serve operation and real-time transaction control, and at the same time enhance security and improve service quality.
The entire fee is collected by Viettel Money, electronic invoices are made and declared in accordance with the law.
According to VETC and ePass representatives, in case they do not want to use VETC e-wallets or Viettel Money e-wallets, vehicle owners can cancel the link and switch to other methods such as bank accounts, postpaid services, credit cards or international cards.
Some other payment methods
In addition to VETC wallets, customers using VETC traffic accounts can choose some other cashless payment methods, including postpaid wallets of BIDV and TPBank (postpaid wallets only apply to non-stop stop service).
According to VETC's information, customers using postpaid wallets will incur a limit management fee in addition to the transaction value through the station. The limit management fee is calculated at 3% of the transaction value.
For example, for transactions through the station worth 100,000 VND, customers must pay an additional 3,000 VND for limit management fees. The total amount recorded as used and the customer needs to return is 103,000 VND.
In addition to the limit management fee, customers may also incur a late payment fee if they do not pay or do not pay the full amount due.

Explaining why traffic accounts are not directly deducted from banks, according to VETC, this is to ensure safety, transaction processing speed and compliance with legal regulations.
This mechanism helps separate money for transportation from the customer's main bank account, while meeting transaction safety and information security requirements.
In addition, the non-stop electronic toll collection system (ETC) must ensure that the transaction processing time through the station is less than 200 milliseconds according to TCCS 44:2022/TCĐBVN and Decision 2255/QD-BGTVT. The use of intermediate accounts is designed to meet the requirements of instant transaction processing, contributing to maintaining smooth traffic at toll stations.
At the same time, this mechanism ensures that cash flow is managed, supervised and implemented according to the regulations of the State Bank.
