Ministry of Education and Training proposes many new regulations on teacher recruitment
The Ministry of Education and Training has completed the draft Decree guiding the Law on Teachers, which proposes strong innovation in teacher recruitment to overcome prolonged inadequacies. According to assessments, the current public employee recruitment mechanism is not suitable for the specifics of education, does not value pedagogical practice, and decentralization is still rigid and causes difficulties in balancing and attracting teachers, especially in specialized subjects and difficult areas.

The outstanding new point of the draft is to identify pedagogical practice as the most mandatory and important content in the second round of the exam or teacher recruitment. Assessment can be carried out through direct teaching, interviews, handling pedagogical situations or writing exams, in order to accurately reflect the actual professional capacity of candidates. At the same time, the draft strengthens the decentralization of recruitment authority to educational institutions and specialized management agencies to proactively select teachers suitable to actual needs. Voters propose to have tutoring in schools, Minister affirms no ban
Minister of Education and Training Nguyen Kim Son affirmed that Circular 29/2024/TT-BGDDT does not prohibit extra classes in schools, but only limits the subjects of students who are allowed to take extra classes. According to regulations, extra classes in schools only apply to 3 groups of students under the school's responsibility and are not allowed to collect money, in order to strictly manage this activity.

The Ministry of Education and Training believes that tutoring and extra classes are practical needs of both learners and teachers, so it does not advocate banning but focuses on effective management. With the 2018 General Education Program, the Ministry has clearly stipulated the number of periods, content and requirements to be met, and at the same time granted autonomy to schools in building education plans and innovating teaching methods to ensure that students meet knowledge standards right in official class hours.
The Ministry of Education and Training's point of view is to aim for a school model without tutoring and extra classes. Instead of extra classes after formal classes, students will have time to participate in fun, sports, and art activities, contributing to comprehensive development in both intellect, physique and skills.
