Minister of Education and Training Nguyen Kim Son signed a document responding to voters' petitions sent before the 10th session of the 15th National Assembly.
Voters in Ninh Binh province proposed that the Ministry of Education and Training consider allowing extra classes in schools according to regulations under the strict management of the Education sector. This not only contributes to the effective use of public facilities, avoiding waste of state assets, but also helps students study in a safe environment, with the management and supervision of the school. At the same time, organizing extra classes in schools will help reduce extra study costs for parents, limit the situation of rampant extra classes outside, and improve the quality of education.
Regarding this proposal, the Ministry of Education and Training affirmed: Circular No. 29/2024/TT-BGDDT dated December 30, 2024 stipulates that tutoring in schools is not prohibited, but limits the subjects of students allowed to study extra classes in schools, including 3 subjects of students under the school's responsibility and does not collect money from students.
Reality shows that tutoring and extra classes are the needs of both learners and teachers, the Ministry of Education and Training does not prohibit tutoring but has appropriate and effective management plans" - the Ministry of Education and Training clearly stated.

According to the Minister, general schools are currently applying the 2018 General Education Program, the Ministry of Education and Training has specifically stipulated the number of periods/subject, educational activities, and set out the requirements to be achieved for each subject, educational activities that are affordable for students.
The Ministry of Education and Training also assigns schools the autonomy to develop the school's education plan to ensure effectiveness, teachers pay attention to innovating teaching methods to achieve the program's goal of developing students' abilities. Thus, in principle, schools and teachers implementing the correct lesson hours according to regulations have ensured students the amount of knowledge and meet the required requirements of the program.
The Ministry of Education and Training's point of view is to aim for a school model without extra classes or tutoring. Instead, after studying subjects according to the program, students have time and space to participate in activities such as entertainment, sports, fine arts, music... ensuring comprehensive development.
