Teachers who want tutoring must report on their relationship with business registration.
The Ministry of Education and Training is widely seeking opinions on the draft Circular amending and supplementing Circular 29/2024/TT-BGDDT on tutoring and extra classes, based on receiving opinions from Departments of Education and Training and local management practices. The draft aims to ensure feasibility, transparency and practical suitability, before being officially promulgated according to regulations.
The draft does not prohibit legitimate tutoring and extra classes but focuses on limiting disguised tutoring, coercion of students and profiteering from this activity. The Ministry of Education and Training clarifies the boundary between tutoring and extra classes and enhanced education activities, education according to students' needs and legitimate interests, in order to avoid misunderstandings and ensure a healthy educational environment.

The draft strengthens the responsibility of teachers and principals in tutoring management, associated with professional ethics and prevention and control of conflicts of interest. Principals are entitled to proactively propose increasing tutoring hours in schools when necessary and must be responsible for explaining. Rearranging educational institutions, sharply reducing staff quotas
Implementing the requirements of the Ministry of Education and Training, localities have reviewed and developed plans to rearrange the network of public educational institutions according to the 2-level government model, ensuring suitability to practical conditions and not disrupting teaching and learning activities. The arrangement aims to organize teaching and learning, manage more effectively; cases of arrangement causing quality reduction or inefficiency will not be implemented.

Many localities are accelerating the progress of arranging educational institutions. Ca Mau is reorganizing and dissolving a number of vocational education - continuing education centers, reducing 23 civil servant staff. Dong Nai requests to review and arrange the network of kindergartens, primary schools, secondary schools, and inter-level schools in a streamlined, convenient and suitable direction to local characteristics.
According to the Ministry of Education and Training, in the 2021-2025 term, the work of arranging the organizational structure helped significantly reduce staffing. The public non-business sector directly under the ministry has 65 units, the number of people receiving budget salaries decreased by about 3,000 people, equivalent to 12.3% compared to 2021. Promising majors, wide open career opportunities
It is expected that only a maximum of 20% of teachers will achieve the title of Grassroots Emulation Soldier.
The current Law on Emulation and Commendation (2022) does not regulate the control of the percentage of individuals achieving the title "Grassroots Emulation Soldier". According to this law, teachers only need to achieve the title "Advanced Labor" and excellently complete tasks or have recognized scientific initiatives and topics; it is not mandatory to have an initiative to be considered for the title.
The draft Law amending and supplementing the Law on Emulation and Commendation proposes tightening the conditions for consideration and awarding. Accordingly, individuals who want to be recognized as "Grassroots Emulation Soldiers" must simultaneously excellently complete their tasks and have initiatives, topics, and scientific works that are accepted or recognized by the unit, instead of just one of the two conditions as before.
Notably, the new draft indirectly controls the rate of teachers achieving this title not exceeding 20%. The reason is that only those who are classified as "Excellently completing tasks" are eligible for consideration, while this rate is controlled according to the Party's regulations at a level not exceeding 20%.
