New guidelines on school mergers and staff streamlining in the education sector
The Ministry of Education and Training continues to have new instructions on the arrangement and merger of schools in the context of many localities streamlining the apparatus according to Resolution 18. Official dispatch 131-CV/DU in 2025 emphasizes the viewpoint of "maintaining existing schools", merging only when truly necessary and must ensure convenience for students and parents. The merger must be done carefully, with a roadmap, and not in a hurry.

The Ministry warned that some localities are doing too much, some provinces even reduce nearly 50% of the number of high schools, causing the risk of affecting the quality of teaching. The Ministry requires absolutely not to streamline the apparatus to affect the right to study, especially in disadvantaged areas. The merger must be based on the following criteria: school size, facilities, population density, geographical conditions; no kindergarten merger with general education; each commune must have at least one kindergarten, primary and secondary school.
The Ministry of Education and Training also requires the arrangement of management staff and teachers according to job positions, ensuring balance between levels of education. Current salary and treatment policies make many teachers worried
Salary increase cannot keep up with living standards, teachers expect special policies
The Ministry of Education and Training said that 88% of teachers are receiving lower salaries than civil servants in other sectors, preschool teachers are the group with the lowest salary in the entire administrative and career system. In reality, low salaries put many teachers under financial pressure, even though the job requires high expertise, great responsibility and long-term dedication, thereby affecting the quality of teaching and learning.

In the draft Decree on new salary policy, the Ministry of Education and Training proposed to apply a special salary coefficient: 1.25 for public preschool teachers and 1.15 for general education teachers. Teachers expect this policy to help improve income and create motivation for the profession.
Sharing with reporters, Mr. Van Thong - a teacher at Vinh Loc Secondary and High School (An Giang) - said that one of the major difficulties for teachers today is salary.
