According to the Official Dispatch, the Ministry of National Defense requires agencies and units to strictly maintain the on-duty regime, proactively monitor and grasp weather developments; mobilize the highest forces and means, resolutely deploy measures to prevent, avoid, respond and quickly overcome the consequences of floods, especially the risk of landslides, flash floods, and inundation with the most urgent and drastic spirit, be ready to respond to the worst scenarios, avoid being passive or surprised, ensure the safety of warehouses, warehouses and stationed areas.
Proactively work with the government and people to evacuate households in dangerous areas to safe places, ensuring safety for forces and means of performing the task.
The Ministry of National Defense assigns Military Region 4 and 5: Direct agencies and units under its authority and the Military Commands of provinces and cities to coordinate with local Party committees and authorities to implement the 4 on-site motto, mobilize forces and means by all means to immediately approach residential areas isolated by flooding and landslides, evacuate necessary cases to ensure safety.
Continue to review, promptly detect, warn and proactively organize evacuation, relocate all people from dangerous areas, especially areas at high risk of landslides, flash floods, and deep flooding.
Arrange forces to block, control, and guide traffic, not allowing people to pass through dangerous areas that are unsafe, especially on traffic routes at risk of landslides, deep flooding areas, and fast-flowing water.
Proactively arrange forces, means, materials, and stock up on enough food, provisions and necessary necessities in key and vulnerable areas identified as being at high risk of cutting down due to landslides and floods; proactively deploy additional supply plans when a multi-day cut-off occurs, ensuring smooth communication for direction and management.
Coordinate with local authorities to support food, foodstuffs, necessities, clean water for people; handle environmental sanitation, prevent diseases and epidemics; ensure learning conditions for students, medical examination and treatment for people and restore production and business activities immediately after the flood recedes.
The Navy, Vietnam Coast Guard: Ready forces and means to participate in overcoming the consequences and search and rescue at sea.
The Border Guard directs the Border Guard Commands of provinces from Ha Tinh to Lam Dong: Coordinate with local authorities where they are stationed to participate in overcoming the consequences of floods and landslides.
