The university model in universities is facing many problems, need to be reviewed
Regarding the difference between "Universities" and "Universities", the 2018 Law on Higher Education clearly distinguishes two concepts: "Universities" train some majors in one field, while "Universities" include many member universities, multi-disciplinary training. However, the universities in universities model is facing many difficulties in organizational structure, due to the combination of the former Soviet government model and the international standard university model.
Instead of organizing into a unified organizational structure according to the 3-level model (University - School - Faculty), multi-disciplinary universities in Vietnam operate according to a 4-level structure (University - University - Faculty - Subject), causing ineffective operations, causing academic misunderstandings and losing the synthesis and linkage between member units.
The fact that member schools operate almost independently makes the multi-disciplinary university model unable to promote the combined strength. The system of legal documents is inadequate, not really giving autonomy to the university level, leading to a situation of "dissolve" from regional universities and the formation of "unprestigious universities" lacking a foundation for organization, reducing the quality and effectiveness of university training. Quickly resolve the petition to change professional titles of teachers in Nghe An
15 teachers in Nam Dan district (Nghe An) submitted a petition to change the professional title from preschool teacher to junior high school teacher - in accordance with the training and actual work they are holding. They have taught on a contract for many years at the junior high school level, but due to personnel arrangements, they were transferred to preschool and then continued to be seconded back to junior high school in 2024.
Although teaching the right major at secondary school level, on June 12, 2025, teachers were suddenly returned to kindergarten, without being considered for job title conversion. They said that such a transfer was unstable and did not ensure rights, while some other localities such as Dien Chau and Con Cuong had converted the titles for similar cases.
Nam Dan District People's Committee said it has met many times and asked for opinions from superiors, but is still concerned about legal regulations, so it cannot decide. Meanwhile, Nghe An Department of Home Affairs affirmed that the district has the authority to resolve the issue.
