On June 17, Lao Dong Newspaper reporters received feedback from 15 teachers in Nam Dan district, Nghe An province with the desire to change their job positions and professional titles.
The 15 teachers mentioned above have submitted petitions to the authorities, hoping to change their professional titles from preschool teacher to junior high school teacher - in line with the training expertise and actual work they are undertaking.

According to the reflection, these teachers have taught contract at the secondary school level for many years, have full qualifications and certificates according to regulations, many have achieved good results during their work, but since 2016, they have complied with the transfer to support at preschools according to the policy of team arrangement and have been recruited into the preschool teacher payroll.
In October 2024, due to the shortage of cultural teachers at the secondary school level, they continued to be seconded back to class, teaching the right skills at this level.
However, less than a year later, on June 12, 2025, they were suddenly returned to kindergartens, without being considered for a job title change to stabilize their work at this level according to current regulations.
We felt like the ball was kicked back and forth between administrative decisions, a teacher shared.
According to teachers, while other districts such as Dien Chau, Con Cuong... have applied documents guiding the transfer of professional titles to teachers in similar circumstances, Nam Dan district has not yet implemented and has not responded clearly.
Teachers said they are fully eligible to change their job positions and professional titles but their rights have not been resolved.
On June 17, speaking with a reporter from Lao Dong Newspaper, Mr. Vuong Hong Thai - Vice Chairman of Nam Dan District People's Committee said that for the above-mentioned teachers' recommendations, the district has met many times, asked for the opinion of the Department of Home Affairs and reported to the Standing Committee of the District Party Committee.
"The district leaders are very sharing with teachers. However, the district is still concerned about legal regulations, so it cannot decide yet" - Mr. Vuong Hong Thai said.
Meanwhile, the leader of the Department of Home Affairs of Nghe An province affirmed: "Conversion of titles needs to be based on the functions, tasks and authority of the district for consideration and resolution".
Currently, teachers are continuing to wait for the participation of competent authorities to ensure the rights and trust in the teaching profession that they have been attached to for many years.
