Public list of additional training centers violating regulations
From June 19-20, the National Assembly conducted questioning in the fields of finance, education and training at the 9th session. Minister of Education and Training Nguyen Kim Son will answer questions, focusing on improving the quality of higher education and implementing regulations on extra teaching and learning. Many delegates assessed that Circular No. 29/2024 has had a positive impact, contributing to raising awareness and responsibility of teachers, students and parents in self-study and personal capacity development.

However, the delegates also pointed out many shortcomings such as lack of synchronous implementation in the locality, lack of specific regulations on facilities, teaching programs, the teaching staff is not qualified and lacking a strict monitoring mechanism at extra-curricular centers. Delegate Nguyen Thi Ha proposed to strengthen inspection, publicize information about licensed tutoring centers, and publicize the list of violations to ensure transparency, preventing "illegal" and "law-iling" activities. Admission is based on the principle of being closer to home, more convenient and flexible
Minister of Education and Training Nguyen Kim Son said that after the rearrangement of administrative units, kindergartens, primary schools and secondary schools will be managed by the commune level, high schools will still be under the provincial level. From next school year, enrollment will be carried out according to the principle of being close to home, based on the GIS map system instead of the current administrative boundaries.
Ho Chi Minh City is the first locality to apply GIS in primary school admissions since 2023, and has now been deployed throughout the city. Districting students based on their actual residence helps students study near home, reducing the burden on parents. The city uses an online enrollment system, identification codes and education sector data to ensure transparency, accuracy, limit errors and negativity.
From the 2025-2026 school year, Ho Chi Minh City will continue to enroll students at the beginning of the school year in flexible areas, with transparent admission by location, number of students and school scale. Meanwhile, Hanoi is studying the application of GIS from the 2026-2027 school year to reduce the burden on parents, students and teachers, ensuring that students can study at the school closest to home.
