Regarding the implementation of legal regulations on extra teaching and learning, at the 9th session, many National Assembly deputies contributed many opinions to further improve the effectiveness of managing this activity.
In particular, the majority of delegates assessed that Circular No. 29/2024 of the Ministry of Education and Training (MOET) regulating extra teaching and learning has had a positive impact on the awareness and actions of managers at all levels, teachers, students, and parents. Enhance the responsibility and importance of equipping students with awareness of self-study, autonomy, and self-awareness in educational activities.
In addition, some remaining issues were also pointed out by National Assembly deputies and suggested that they should be clarified.
According to delegate Nguyen Thi Ha - National Assembly Delegation of Bac Ninh province, Circular 29 stipulates that extra-curricular teaching institutions must be licensed, information is made public and comply with regulations on teaching time and content.
However, the delegate said that the implementation of the above content in localities is still not synchronous, especially in areas with many extra-curricular centers. There are no specific regulations on facilities and teaching programs, so it causes difficulties in inspection and examination work.
"Many prestigious Centers are providing quality, well-assessed learning programs with professional lecturers, contributing significantly to supporting weak students, students who need to review and improve, and students who want to develop thinking.
However, in terms of personnel, not all Centers have a team of qualified teachers or pedagogical experience. The lack of a strict monitoring mechanism makes the quality of teaching at many centers a concern," said delegate Nguyen Thi Ha.
Delegate Ha suggested that the authorities need to strengthen supervision to ensure that the Centers organize extra teaching and learning activities outside of school comply with regulations, avoid "circumventing the law" or "illegal" activities, and ensure basic conditions and program content.
In particular, information about licensed institutions must be made public on the electronic information portal of the Ministry of Education and Training or the Department of Education and Training, including: name of the Center, address, list of teachers, subjects, tuition fees, operating hours, etc.
Strengthen periodic and surprise inspection and examination teams in localities.
Publicly announce the list of Center violators on media channels to deter and parents.
"If the situation of tight management in schools but outside schools flows, it will create an imbalance, even counterproductive compared to the original policy. Building a transparent and open legal corridor with strict control is a priority at this time," said delegate Nguyen Thi Ha.

According to the delegate, it is necessary to build a model of learning support in schools under the guidance of teachers. Organize the second session for students to self-study and self-study to enhance their self-study capacity based on teachers' instructions.
Depending on the actual situation and each specific stage, it is possible to consider launching practical and effective self-study movements. Make "self-study" results an emulation and assessment goal in the school year.
The delegate said that strengthening the management of extra teaching and learning activities is necessary to ensure a fair and transparent educational environment, in addition, the state also needs to develop appropriate policies and laws to meet the requirements of the profession and life of teachers.
In the long term, the Department of Education and Training advises local Party committees and authorities to arrange local budgets and increase the mobilization of social resources to build enough schools and classes and ensure quality so that all students of general education can go to school, reduce pressure in enrollment, especially in big cities, industrial parks, and densely populated areas, resolutely not allowing students of general education not to go to school.
